       The California
      Public Utilities Commission (CPUC) has prepared the attached Supplemental
      Draft Environmental Impact Report (EIR) under the California
      Environmental Quality Act (CEQA) for consideration of changes to
      alternatives and additional new information related to Pacific Gas &
      Electric Company’s (PG&E Co.) application for the proposed Northeast
      San Jose Transmission Reinforcement Project. 
      A 600-page Draft EIR was released in June 2000, followed by a
      50-day comment period.  Comments
      submitted on the Draft EIR led to the changes evaluated in this
      Supplemental Draft EIR.  There will be an additional 45-day comment period on the
      information contained in this Supplemental Draft EIR; comments
      submitted at this time should be limited to the specific issues addressed
      in the Supplemental Draft EIR.  Responses
      to comments submitted on both documents will be presented in the Final EIR. PG&E
      Co.’s proposed project consists of the construction and operation of a
      new approximately 7.3-mile-long transmission line, distribution line
      upgrades, a new 24-acre substation, and minor modifications to the
      existing Newark Substation. This Supplemental Draft EIR evaluates and
      describes the environmental impacts associated with changes to several
      alternatives considered in the Draft EIR, and also presents additional
      discussion of other topics.  This
      Supplemental Draft EIR also presents new mitigation measures, which, if
      adopted by the CPUC or other responsible agencies, could avoid or minimize
      the impacts identified. The
      Supplemental DEIR was released for public review on October 11, 2000. 
      Written comments on the Supplemental Draft EIR must be
      postmarked no later than November 27, 2000.  Both
      the Supplemental Draft EIR and the Draft EIR are available for review at
      several area libraries and on the Internet (addresses listed on page two
