12.2 Maintenance of Lines
Maintenance requirements with respect to repairs and the correction of hazards due to deterioration apply to all lines. This does not apply to lines existing at the effective date of this Order in any other respect when, either voluntarily or on special order of the Railroad Commission, such existing lines are reconstructed or replacements are made therein, and then only with respects to such reconstruction or replacements.
Changing clearance (except the restoration of original clearance where such original clearance has been reduced by sagging or other causes due to deterioration) is reconstruction, not maintenance.
