12 Applicability
Of Rules.
These rules apply to all overhead
electrical supply and signal lines which come within the jurisdiction of this
Commission, located outside of buildings as follows:
(a) The construction requirements apply to all such lines, and extensions thereof, constructed hereafter, and shall become applicable also to such lines, now existing, and any portions thereof whenever they are reconstructed.
(b) The maintenance requirements apply to all such lines.
(c) If, in its opinion, public interest or general safety requires, the Commission may order reconstruction or alteration of existing lines.
