11    Purpose of Rules

The purpose of these rules is to formulate, for the State of California, uniform requirements for underground electrical supply and communication systems, the application of which will insure adequate service and secure safety to all per- sons engaged in the construction, maintenance, operation or use of underground systems and to the public in general.
