General Provisions

17.1    Design, Construction, and Maintenance

All systems shall be of suitable design and construction for their intended use, regard being given to the conditions under which they are to be operated and shall be maintained in n condition which will provide adequate service and secure safety to workmen, property and the general public.

The owners of such systems and their employees shall at all times exercise due care to reduce to a minimum the hazard of accidental injury to their own or fellow employees, to the public and other utilities, due to the presence of such systems.

All work performed on public streets and highways shall be done in such a manner that the operations of other utilities and the convenience of the public will be interfered with as little as possible. No conditions unusually dangerous to workmen or the public shall be established at any time.
