PUBLIC UTILITIES AND ENERGY MITIGATION MEASURES

 

Mitigation Measure P-0*: The Applicant shall plan with public agencies in the three counties (1) to provide consultation and training as appropriate to emergency service providers to ensure adequate emergency response to pipeline related accidents, and (2) to fund public agency costs to achieve and maintain readiness in three areas -- start up, annual maintenance, and contingency funding in event of a major oil spill.

Impact: Fiscal impacts on fire department and other service providers beyond their share of new property taxes.

Performance Criteria, Violation Level, and Timing:

PC1 PPSI documents coordination with public agencies in Kern and Los Angeles counties (Santa Barbara and Ventura Counties are no longer included in this pipeline route) to ensure adequate emergency response to pipeline related accidents. (Level 1) - Prior to start of and during construction; annually during operations phase.

PC2 PPSI funds public agency costs to achieve and maintain readiness in two areas -- start up and annual maintenance. Level of funding will be determined by PPSI and agency coordination to determine agency costs above tax revenues; if PPSI and agencies do not agree on cost vs. revenue estimates, PPSI and agencies will participate in mediation using a qualified mediation service acceptable to both parties. (Level 1) - Prior to start of and during construction; annually during operations phase.

Effectiveness Criteria: Ensure mitigation fees are paid and are sufficient to mitigate impact.

Effectiveness Timing: Prior to and quarterly during construction; annually during operations phase.

 

 

Mitigation Measure P-1*: Participate in the Tri-County Socioeconomic Monitoring Program (SEMP) for Santa Barbara and Ventura counties and a similar monitoring program for Los Angeles County to monitor impacts on school districts and, based on the findings of the monitoring program(s) and the cost of additional classroom capacity, pay school mitigation fees to add additional classroom capacity as necessary. Fees shall be calculated by the appropriate County Association of Governments.

Impact: Increased school enrollment due to project-related growth.

Performance Criteria, Violation Level, and Timing:

PC1 PPSI participates in a program in Los Angeles County that is similar to the Tri-County Socioeconomic Monitoring Program (SEMP) for Santa Barbara and Ventura counties. (Level 1) - During construction and once during operations phase.

Effectiveness Criteria: Ensure mitigation fees are paid and are sufficient to mitigate impact.

Effectiveness Timing: Quarterly during construction and once during operations phase.

 

 

Mitigation Measure P-2(a)*: Make arrangements, prepare signage, obtain health approvals, and use reclaimed water, wherever available, for dust suppression during construction.

Impact: Increased water use from project-related growth.

Performance Criteria, Violation Level, and Timing:

PC1 PPSI provides documentation of the arrangements made for use of reclaimed water; prepare, posts and maintains signs stating water used for dust suppression is reclaimed water and not for consumption; obtains health approvals from city and County agencies for use of reclaimed water (if necessary); and uses reclaimed water for dust suppression during construction. (See also Mitigation Measures A-8, U-2.) (Level 2) - Prior to start of and during construction.

Effectiveness Criteria: Less than one-acre foot of drinking water needed from any water district in an excess demand area.

Effectiveness Timing: Prior to and during construction.

 

 

Mitigation Measure P-3* - Deleted; applied only to coastal route

 

 

Mitigation Measure P-4*: Make arrangements to move uncontaminated rock and soil to sites that need these materials for fill, rather than to landfills. If approved, materials can be used for daily cover requirements at landfills.

Impact: Increased solid waste from displaced soil.

Performance Criteria, Violation Level, and Timing:

PC1 PPSI documents arrangements that are made for relocation of clean fill. (Level 1) - During construction.

PC2 PPSI provides receipts that clean fill was relocated to site other than a landfill. (Level 2) - During construction.

Effectiveness Criteria: No soil disposal in Class III landfills

Effectiveness Timing: During construction.

 

Mitigation Measure U-1: In consultation with affected utility service providers, the Applicant shall prepare Construction Plans designed to protect utilities and shall provide the Plans to affected jurisdictions for review, revision, and final approval prior to construction.

Impact: Pipeline construction damage to existing utilities (Class II).

Performance Criteria, Violation Level, and Timing:

PC1 PPSI provides documentation of consultation with affected utility service providers. (Level 1) - Prior to construction

PC2 PPSI prepares Construction Plan and receives final approval of plan before construction begins. (Level 1) - Prior to construction.

Effectiveness Criteria: Existing utility systems are not damaged

Effectiveness Timing: During construction.

 

 

Mitigation Measure U-2: The Applicant shall coordinate with the local water districts in advance in order to efficiently obtain reclaimed or potable water for delivery to the construction sites and to meet any restrictions imposed by them.

Impact: Water demand during construction (Class II, III).

Performance Criteria, Violation Level, and Timing:

PC1 PPSI provides summary of restrictions imposed on project by local water districts. (Level 1) - Prior to and during construction

PC2 PPSI abides by any restrictions imposed on project by local water districts (Level 2) - During construction

PC3 PPSI has the driver(s) of water truck(s) keep a log, or requires driver(s) to get a receipt from the water district. (Many of the water districts have an oral agreement with the PPSI or the Contractor; thus, no definitive paperwork is kept. An amount of reclaimed water to be used is set, but there is not formal record keeping or tracking of it.) (Level 2) - During construction.

Effectiveness Criteria: Reclaimed water is used wherever available.

Effectiveness Timing: Prior to and during construction.

Mitigation Measure U-3: The Applicant shall set priorities for disaster repair efforts on utility lines and transportation networks, subject to approval by the affected Offices of Emergency Services. Those utility lines vital to the region must be repaired ahead of other lines. This information shall be included in the Oil Spill Contingency Plan, OSCP, (see Mitigation Measure SS-13 in Section C.13, System Safety).

Impact: Earthquake or accident could cause damage to collocated utilities, resulting in fire, explosion or oil spill (Class I).

Performance Criteria, Violation Level, and Timing:

PC1 PPSI sets priorities in OSCP for disaster repair efforts to ensure that utility lines vital to region are repaired first. (Level 1) - Prior to operation of pipeline.

Effectiveness Criteria: Utility lines and transportation network vital to region is repaired before other lines.

Effectiveness Timing: After earthquake or accident for lifetime of project

 

 

PUBLIC UTILITIES AND ENERGY APPLICANT PROPOSED MEASURES

Applicant Proposed Measure U-4**: The Applicant has proposed to notify Underground Service Alert, the Southern California regional Notification Center, at least two days prior to starting construction activities. Underground Service Alert will in turn notify affected utility members of the impending activity at or near the underground installation; members are required to mark the specific location of their facilities within the work area prior to the start of construction. Thereafter, the construction crew shall probe to determine exact locations of utilities, exposing the underground facilities by hand before full use of power equipment.

Impact: Pipeline construction damage to existing utilities

Performance Criteria, Violation Level, and Timing:

PC1 Meets California Government Code 4216 (California One Call Law) (Level 1) - During construction.

Effectiveness Criteria: Existing utilities are not damaged

Effectiveness Timing: During construction

 

 

Applicant Proposed Measure U-5**: PPSI's Proposed Project also includes boring under road and utility crossings to minimize potential impacts and reduce the likelihood of accidents.

Impact: Pipeline construction damage to roads and existing utilities.

Performance Criteria, Violation Level, and Timing:

PC1 PPSI bores under roads and utility crossings (except where longitudinal encroachment is required) and all required permits applied for and received (Level 1) - During construction.

Effectiveness Criteria: No damage to existing roads and utilities

Effectiveness Timing: During construction

 

 

PUBLIC UTILITIES AND ENERGY PROJECT PARAMETERS

U-PP1 Generators will be used on-site for electrical power. No electrical hook-ups will be required. (FEIS/SEIR, p B-35)

U-PP2 No telephone service will be required for construction activities other than communications through mobile phones. (FEIS/SEIR, p B-35)

U-PP3 Construction activities will not require natural gas. (FEIS/SEIR, p B-35)
