WEEKLY REPORT (August 25 through 30, 1997)

A. INTRODUCTION

Construction continued on Segment 2, Angeles National Forest (MP 33 to 57) and Segment 5B (Milepost (MP) 108 to 118).

 

B. SEGMENT 2A CONSTRUCTION PROGRESS

This segment within the Angeles Forest Service involves very steep slopes and requires significant time and additional equipment for trenching, stringing, and other pipe laying activities. Segment 2A Environmental Monitor (EM), Stan Harding was on-site. PPSI has 12 craft inspectors, eight environmental inspectors, and six Native American monitors inspecting the work of approximately 103 contractor employees. Construction progress from August 25 through 30, 1997 included the following:

Segment 2A Comments:

No non-compliances were observed. Frequent Level III (as defined in the ANF Fire Plan) fire conditions have required that clear and grade and welding activities be suspended at 1:00 p.m. All crews are beginning at 5:30 a.m. and some crews are working until 7:00 p.m. The clearing and grading restriction south of Forest Inn was revoked; clearing and grading can now continue to Templin Highway. A 2.8 mile section of the Old Ridge Route that will be used for haul-arounds was surveyed and protective measures (plates, cold pack, and barriers) were installed to protect the integrity of the National Register of Historic Places site. A Pacific Bell line was cut and repaired on 8/27/97.

Segment 2A Schedule for Next Week:

No new crews are scheduled to begin. Construction will continue south of Liebre Gulch.

C. SEGMENT 5B CONSTRUCTION PROGRESS

This segment involves construction in railroad and road right-of-ways through industrial areas. Segment 5B EM, Pete Messick, has been on-site during day construction (7 a.m. until 4 p.m.); EM Brooke Langle has been on-site during night construction (7 p.m. until 5 a.m.). PPSI has four craft inspectors, one environmental inspector, one Native American monitor, and one contamination inspector inspecting the work of approximately 25 contractor employees during day construction; and one craft inspector, one environmental inspector, one Native American monitor, and one contamination inspector inspecting the work of approximately 15 contractor employees during night construction. Crews worked 9 to 10-hour shifts. Construction progress from August 25 through 29, 1997 included the following:

Segment 5B Comments:

On 8/26/97, during night construction, a ten-gallon diesel spill occurred when a fuel line on a dump truck broke; spill contained and clean-up. On 8/27/97 at approximately 12:05 a.m., power to the traffic lights at Henry Ford and Anaheim Streets was knocked out. All necessary contacts were made and lights were repaired the same day.

Segment 5B Schedule for Next Week:

Night construction scheduled to continue at Anaheim Street and Segment 5C has received approval for construction in the railroad right-of-way.

D. VARIANCES

No new variances were approved/denied August 25 through 29, 1997.

E. EXTRA WORK SPACE

F. GENERAL PLANS FOR NEXT WEEK

Segment 2A and Segment 5B to continue, Segment 5C to begin. Segments 1, 3, and 4 expected to begin in September; El Segundo portion of Segment 4 (Watts Junction to Chevron El Segundo Refinery) expected to begin in October.
