DATE: September 8, 1997 A. INTRODUCTION Construction continued on Segment 2, Angeles National Forest (MP 33 to 57) and Segment 5B (Milepost (MP) 108 to 118).
B. SEGMENT 2A CONSTRUCTION PROGRESS This segment within the Angeles Forest Service involves very steep slopes and requires significant time and additional equipment for trenching, stringing, and other pipe laying activities. Segment 2A Environmental Monitor (EM), Stan Harding was on-site. PPSI has 12 craft inspectors, eight environmental inspectors, and eight Native American monitors inspecting the work of approximately 103 contractor employees. Segment 2A Comments:
Two non-compliance events occurred at approximately MP 47.62 (Stream Crossing #40).
Segment 2A Schedule for Next Week:
No new crews are scheduled to begin. Construction will continue south of Liebre Gulch.
C. SEGMENT 5B CONSTRUCTION PROGRESS
This segment involves construction in railroad and road right-of-ways through industrial areas. Segment 5B EM, Pete Messick, has been on-site during day construction (7 a.m. until 4 p.m.); EM Brooke Langle has been on-site during night construction (7 p.m. until 5 a.m.). PPSI has four craft inspectors, one environmental inspector, one Native American monitor, and one contamination inspector inspecting the work of approximately 25 contractor employees during day construction; and one craft inspector, one environmental inspector, one Native American monitor, and one contamination inspector inspecting the work of approximately 15 contractor employees during night construction. Crews worked 9 to 10-hour shifts. Construction progress from September 1 through 5, 1997 included the following:

Segment 5B Comments: On 9/2/97, at approximately 4 p.m., an 8-inch water line was broken at Alameda Street near Pacific Coast Highway (approximately MP 117.9) during excavation activities. All necessary contacts were made and the leak was controlled by 6:20 p.m. Union Pacific Railroad has been notified that mitigation measures for the PPSI project require that a flagman be present during construction activities along the railroad right-of-way; however, UPRR has not yet provided a flagman.
Segment 5B Schedule for Next Week:
Night construction scheduled to begin at Del Amo Avenue and pipelaying will begin on Segment 5C.
