A. INTRODUCTION

Construction continued on Segment 2, Angeles National Forest (Milepost (MP) 33 to 57) and Segment 5 (MP 108 to 118).

B. SEGMENT 2A CONSTRUCTION PROGRESS

This segment within the Angeles Forest Service involves very steep slopes and requires significant time and additional equipment for trenching, stringing, and other pipe laying activities. Segment 2A Environmental Monitor (EM), Stan Harding was on-site. PPSI has 12 craft inspectors, six environmental inspectors, and six Native American monitors inspecting the work of approximately 160 contractor employees. Construction progress from September 22 through 28, 1997 included the following:

Segment 2A Comments:

No non-compliance events occurred. Mini-crews continue to work on north and south slopes of Liebre Gulch. Revegetation subcontractor began on Thursday; but all crews were shut-down Thursday because of rain. On August 24, a contractor foreman instructed his crew to grind and weld without a tent (violation of ANF Fire Protection Plan). The foreman was instructed to use a tent. He refused. The foreman was terminated by the contractor. A Foreman Retraining Meeting was held by the contractor to inform the foremen of project requirements. A rock-hammer crew (and all necessary inspectors and monitors) worked on Sunday.

Segment 2A Schedule for Next Week:

Two additional tie-in crews to begin and lowering-in to resume south of Liebre Gulch.

C. SEGMENT 5 CONSTRUCTION PROGRESS

This segment involves construction in railroad and road right-of-ways through industrial areas. Segment 5 EM, Pete Messick, has been on-site during day construction (7 a.m. until 4 p.m.). PPSI has four craft inspectors, one environmental inspector, one Native American monitor, and one contamination inspector inspecting the work of approximately 20 contractor employees during construction of Segment 5C. Construction is complete on Segments 5A and 5B except where skips between segments remain. Skips will be tied-in when the county contractors are no longer working in the areas. Construction progress from September 22 through 26, 1997 included the following:

F. GENERAL PLANS FOR NEXT WEEK

Segment 2A and Segment 5C to continue. Segment 3 Wolfskill Bike Path 200-foot segment is projected to begin on Monday, September 29. Segment 4 projected to begin October 1. Segments 1 and 3 are expected to begin in early October; El Segundo portion of Segment 4 (Watts Junction to Chevron El Segundo Refinery) expected to begin in October.
