A. INTRODUCTION

Construction continued on Segment 2, Angeles National Forest (Milepost (MP) 33 to 57) and Segment 5 (MP 108 to 118). Construction began on Segment 3 (MP 74 to 99)

B. SEGMENT 2A CONSTRUCTION PROGRESS

This segment within the Angeles Forest Service involves very steep slopes and requires significant time and additional equipment for trenching, stringing, and other pipe laying activities. Segment 2A Environmental Monitor (EM), Stan Harding was on-site. PPSI has 12 craft inspectors, six environmental inspectors, and six Native American monitors inspecting the work of approximately 160 contractor employees. Construction progress from September 29 through October 4, 1997 included the following:

Segment 2A Comments:

One non-compliance event occurred. Mini-crews continue to work on north and south slopes of Liebre Gulch. Revegetation subcontractor continues to reseed ROW and install jute matting on steep slopes. No crews worked on Sunday. The Forest Service is requiring that construction within the forest be completed by November 1, 1997.

Segment 2A Schedule for Next Week:

Lowering-in to resume with tie-ins to follow on Monday.

C. SEGMENT 3 CONSTRUCTION PROGRESS

This segment’s onsite environmental monitor is Brooke Langle. Segment 3 runs from Sylmar to Dodger Stadium. PPSI has two craft inspectors, one environmental inspector, one Native American monitor, and one contamination inspector inspecting the work of approximately 15 contractor employees during construction of Segment 3. Construction at the Bike Path extension in the City of San Fernando (Wolfskill and Jessie Streets) began on Tuesday, September 30. Construction progress from September 29 through October 3, 1997 included the following:

Segment 3 Comments:

No non-compliance events occurred. Crew placed pipe and conduit at site. Oleanders were removed for trenching of the 80-foot section west of rail tracks.

Segment 3 Schedule for Next Week:

Finish work at Wolfskill and Jessie Streets then begin potholing at north end of segment.

D. SEGMENT 5 CONSTRUCTION PROGRESS

This segment involves construction in railroad and road right-of-ways through industrial areas from Compton to the Long Beach Harbor. Segment 5 EM, Pete Messick, has been on-site during day construction (7 a.m. until 4 p.m.). PPSI has four craft inspectors, one environmental inspector, one Native American monitor, and one contamination inspector inspecting the work of approximately 20 contractor employees during construction of Segment 5C. Construction is complete on Segments 5A and 5B except where skips between segments remain. Skips will be tied-in when the county contractors are no longer working in the areas. Construction progress from September 29 through October 3, 1997 included the following:

Construction will continue on Segment 5C at Alameda Street between the 405 freeway ramp and the 223rd overpass. No night work is anticipated for the coming week.

Segments 2A, 3, and 5C to continue. Segment 4 projected to begin October 8. Segment 1 is projected to begin in mid-October; El Segundo portion of Segment 4 (Watts Junction to Chevron El Segundo Refinery) projected to begin in October.
