WEEKLY REPORT (October 6 through 12, 1997)

A. INTRODUCTION

Construction continued on Segment 2, Angeles National Forest (Milepost (MP) 33 to 57), Segment 3 (MP 74 to 99), and Segment 5 (MP 108 to 118).

B. SEGMENT 2A CONSTRUCTION PROGRESS

This segment within the Angeles Forest Service involves very steep slopes and requires significant time and additional equipment for trenching, stringing, and other pipe laying activities. Segment 2A Environmental Monitor (EM), Stan Harding was on-site. PPSI has 12 craft inspectors, six environmental inspectors, and six Native American monitors inspecting the work of approximately 160 contractor employees. Construction progress from October 6 through 11, 1997 included the following:

Segment 2A Comments:

No non-compliance events occurred. Mini-crews continue to work on north and south slopes of Liebre Gulch. Revegetation subcontractor continues to reseed ROW and install jute matting and curlex on steep slopes. No crews worked on Sunday. The Forest Service is requiring that construction within the forest be completed by November 1, 1997. Crew at Gorman Creek (MP 33.40 to 33.50) finished clear, grade, and excavation. Pipe has been strung and welding begun. Work was halted Saturday at Gorman Creek because of rain and snow.

Segment 2A Schedule for Next Week:

Lowering-in to finish. Crew to continue at West Liebre Gulch. Tie-ins to continue.

C. SEGMENT 3 CONSTRUCTION PROGRESS

This segment’s onsite environmental monitor is Brooke Langle. Segment 3 runs from Sylmar to Dodger Stadium. PPSI has two craft inspectors, one environmental inspector, one Native American monitor, and one contamination inspector inspecting the work of approximately 15 contractor employees.

Segment 3 Comments:

No non-compliance events occurred. Construction at the Bike Path extension in the City of San Fernando (Wolfskill and Jessie Streets) was completed.

Segment 3 Schedule for Next Week:

ROW was marked and potholing will begin at Glendale Boulevard.

D. SEGMENT 5 CONSTRUCTION PROGRESS

This segment involves construction in railroad and road right-of-ways through industrial areas from Compton to the Long Beach Harbor. Segment 5 EM, Pete Messick, has been on-site during construction. PPSI has four craft inspectors, one environmental inspector, one Native American monitor, and one contamination inspector inspecting the work of approximately 20 contractor employees during construction of Segment 5C. Construction is complete on Segments 5A and 5B except where skips between segments remain. Skips will be tied-in when the county contractors are no longer working in the areas. Construction progress from October 6 through 10, 1997 included the following:

Construction will continue on Segment 5C at Alameda Street between the 405 freeway ramp and the 223rd overpass. No night work is anticipated for the coming week.

G. GENERAL PLANS FOR NEXT WEEK

Segments 2A, 3, and 5C to continue. Segment 4 projected to begin October 20. Segment 1 is projected to begin in late October; El Segundo portion of Segment 4 (Watts Junction to Chevron El Segundo Refinery) projected to begin in October.
