A. INTRODUCTION

Construction continued on Segment 2A, Angeles National Forest (Milepost (MP) 33 to 57), Segment 3 (MP 74 to 99), Segment 4A (MP 99 to 108), Segment 4B (El Segundo MP 0 to 11), and Segment 5 (MP 108 to 118).

B. SEGMENT 2A CONSTRUCTION PROGRESS

This segment within the Angeles Forest Service involves very steep slopes and required significant time and additional equipment for trenching, stringing, and other pipe-laying activities. Segment 2A Environmental Monitor (EM), Stan Harding, has been on-site during construction. PPSI has 12 craft inspectors, six environmental inspectors, and six Native American monitors inspecting the work of approximately 130 contractor employees. Construction progress from October 27 through November 2, 1997 included the following:

Segment 2A Comments:

No non-compliance events occurred. Liebre (MP 41.59) and West Liebre (MP 37.26) gulches were cleaned-up. PPSI requested construction to continue until November 22. ANF requested that all activities in the Angeles National Forest be completed by November 9, 1997. PPSI indicated that all construction activities would be completed by that date, but could not guarantee that revegetation would be completed. Revegetation crews worked Sunday, November 2.

Segment 2A Schedule for Next Week:

Conduit and backfill to be complete to Templin Highway by November 5; cleanup projected to be complete to Templin Highway by November 6; and revegetation crews will work Sunday, November 9.

C. SEGMENT 3 CONSTRUCTION PROGRESS

This segment is mostly within MTA rail right-of-way from Sylmar to Alameda Street in Los Angeles. Segment 3 EM, Brooke Langle, has been on-site during construction. PPSI has 4 craft inspectors, one environmental inspector, one contaminated soils inspector, and one Native American monitor inspecting the work of approximately 15 contractor employees. Construction progress from October 28 through 31, 1997 included the following:

Segment 3 Comments:

Two non-compliance events occurred on October 28, the day construction resumed on Segment 3.

Segment 3 Schedule for Next Week:

Contractor will change construction hours from 7:00 a.m. until 3:30 p.m. to 8:00 a.m. until 4:30 p.m. in order to avoid morning down-time since activities in the street cannot begin before 9:00 a.m. Pot-holing will continue along MTA right-of-way and at intersections.

D. SEGMENT 4A CONSTRUCTION PROGRESS

This segment involves nighttime construction (8:00 p.m. to 5:30 a.m.) in railroad and road right-of-ways through mostly industrial areas from downtown Los Angeles to Compton. Segment 4A EM, Christopher Meyer, has been on-site during construction. PPSI has one craft inspector, one environmental inspector, and one contamination inspector inspecting the work of approximately 10 contractor employees during construction. Construction progress from October 27 through 30, 1997 included the following:

Segment 4A Comments:

No non-compliance events occurred. A Los Angeles Deputy Sheriff was shot and killed by an unknown assailant at approximately 2:00 a.m. October 31 in the vicinity of the project. PPSI decided to suspend nighttime construction activities until Monday, November 3.

Segment 4A Schedule for Next Week:

Removal of abandoned railroad tracks in the right-of-way along Alameda Street will continue.

E. SEGMENT 4B CONSTRUCTION PROGRESS

This segment involves construction in railroad and road right-of-ways through mostly industrial areas from Watts Junction to El Segundo Refinery area. Segment 4B EM, Neda Fioozat, has been on-site during construction. PPSI has four craft inspectors, one part-time environmental inspector, one Native American monitor, and one contamination inspector inspecting the work of approximately 15 contractor employees. Construction progress from October 27 through 31, 1997 included the following:

Segment 4B Activities:

Segment 4B Comments: No non-compliance events occurred. The environmental inspector for PPSI divides her time between Segments 4B and 5.

Segment 4B Schedule for Next Week:

Continue pot-hole along right-of-way and excavate bore pits.

F. SEGMENT 5 CONSTRUCTION PROGRESS

This segment involves construction in railroad and road right-of-ways through mostly industrial areas from Compton to the Long Beach Harbor. Segment 5 EM, Pete Messick, has been on-site during construction. PPSI has four craft inspectors, one part-time environmental inspector, one Native American monitor, and one contamination inspector inspecting the work of approximately 15 contractor employees during construction of Segment 5C. Construction is complete on Segments 5A and 5B except where skips between segments remain. Skips will be tied-in when the county contractors are no longer working in the areas. Construction progress from October 27 through 31, 1997 included the following:

Segment 5 Comments: No non-compliance events occurred. Permits for construction at Del Amo Boulevard (EMP 113.95) were extended.

Segment 5 Schedule for Next Week:

Construction will continue on cased pipe at Del Amo; PPSI waiting for permit from City of Lynwood to begin construction in Lynwood.

I. GENERAL PLANS FOR NEXT WEEK

Segment 2A to be completed. Segments 3, 4A, 4B and 5C to continue. Segment 1 is scheduled to begin on November 5. Segment 2B is projected to begin mid-November.
