WEEKLY REPORT (December 1 through 7, 1997)

A. INTRODUCTION

Construction continued on Segment 1 (Milepost (MP) 0 TO 33), Segment 2B (MP 56 to 73); Segment 3 (MP 73 to 99), Segment 4A (MP 99 to 108), Segment 4B (El Segundo MP 0 to 11), and Segment 5 (MP 108 to 118).

B. SEGMENT 1 CONSTRUCTION PROGRESS

This segment extends southward from the southern end of the San Joaquin Valley (Emidio), through the Tejon Pass, to the northern perimeter of the Angeles National Forest. Construction will occur through agricultural fields, along roads and across very steep slopes. Segment 1 Environmental Monitor (EM), Lynn Stafford has been on-site during construction. PPSI has five craft inspectors, one environmental inspector, and one Native American monitor inspecting the work of approximately 25 contractor employees. Construction progress from December 1 through 5, 1997 included the following:

Segment 1 Comments: No non-compliance events occurred. Copco Road restricted to one lane during work hours with appropriate traffic control measures in place. Road clean-up continues each day and erosion control measures are in place. All construction activities, except pouring cement at valve site 10 (MP 32.81) were suspended at 11:00 a.m. on December 5 due to rain.

Segment 1 Schedule for Next Week:

Pot-holing completed to Kern County. Continue pipelaying activities along Copco Road to Quail Lake Road (EMP 32.64).

C. SEGMENT 2A CONSTRUCTION PROGRESS

This segment within the Angeles National Forest involved very steep slopes and required significant time and additional equipment for trenching, stringing, and other pipe-laying activities. All construction activities to Templin Highway, except revegetation, were completed by November 9. ANF will inform PPSI of additional work that needs to be done after final inspection that will occur at a later date.

Segment 2A Comments:

No construction or revegetation activities occurred. On Saturday, December 6, erosion problems (due to a major storm and associated run-off) were inspected and photographed.

Segment 2A Schedule for Next Week:

Erosion problems to be discussed with ANF and PPSI. Requirements of final inspection to be determined after meeting with ANF representative.

D. SEGMENT 2B CONSTRUCTION PROGRESS

This segment is primarily in open lands and roadway right-of-ways from Castaic to Sylmar. Segment 2B EM, Stan Harding, has been on-site during construction. PPSI has four craft inspectors, one environmental inspector, and one Native American monitor inspecting the work of approximately 45 contractor employees. Construction progress December 1 through 5, 1997 included the following:

Segment 2B Comments:

No non-compliance events occurred. Crews working in 2300-foot long work zone. Traffic control measures improving with the use of more flagpersons and better coordination between foremen. Erosion control measures were installed. All construction activity was shutdown at 1:00 p.m. on December 5 due to rain.

Segment 2B Schedule for Next Week:

Begin laying asphalt and continue construction on Lake Hughes Road.

E. SEGMENT 3 CONSTRUCTION PROGRESS

This segment is mostly within MTA rail right-of-way from Sylmar to Alameda Street in Los Angeles. Segment 3 EM, Chris Fazzari, has been on-site during construction. PPSI has four craft inspectors, one environmental inspector, one contaminated soils inspector, and one Native American monitor inspecting the work of approximately 30 contractor employees. Construction progress from December 1 through 5, 1997 included the following:

Segment 3 Comments:

No non-compliance events occurred. On December 1, LA City Inspector gave applicant verbal permission to begin construction in traffic lanes at 8:30 a.m.; however, if there are complaints, permission will be rescinded. Sprint cable was exposed when trench wall sloughed on December 4 and 6. Sprint was notified both times and repairs were made. Sprint representatives expressed concern about the amount of open trench adjacent to the Sprint line. On December 5 traffic signal box for Hwy 118 off-ramp and San Fernando Blvd was damaged. Contractor personnel directed traffic while city workers made repairs. Construction activities, except backfill and compaction, were shutdown at noon on December 5 due to rain.

Segment 3 Schedule for Next Week:

Dewater trench, stabilize trench, backfill open trench, and maintain erosion control before resuming trenching activities.

F. SEGMENT 4A CONSTRUCTION PROGRESS

This segment involves nighttime construction (8:00 p.m. to 5:30 a.m.) in railroad and roadway right-of-ways through mostly industrial areas from downtown Los Angeles to Compton. Segment 4A EM, Christopher Meyer, has been on-site during construction. PPSI has two craft inspectors, one environmental inspector, and one contamination inspector inspecting the work of approximately 25 contractor employees during construction. Construction progress from December 1 through 4, 1997 included the following:

Segment 4A Comments:

No non-compliance events occurred. Los Angeles City Inspector was on-site once during the week to observe traffic controls and progress of project. Construction activity did not occur on December 5 because of rain. Motorists continue to ignore traffic control devices and flaggers and drive through construction work zone.

Segment 4A Schedule for Next Week:

Applicant to work with City Engineer to design safe road closures during construction activities.

G. SEGMENT 4B CONSTRUCTION PROGRESS

This segment involves construction in railroad and roadway right-of-ways through mostly industrial areas from Watts Junction to El Segundo Refinery area. Segment 4B EM, Neda Fioozat, has been on-site during construction. PPSI has four craft inspectors, one environmental inspector, one Native American monitor, and one contamination inspector inspecting the work of approximately 25 contractor employees. Construction progress from December 1 through 5, 1997 included the following:

Segment 4B Comments: No non-compliance events occurred. Contaminated soil was encountered during boring activities at Aviation Blvd (EMP 9.61) on December 1. Contaminated soils were separated, placed on plastic sheets, and covered. Bore pits filled with water from rains during the week.

Segment 4B Schedule for Next Week:

Continue bore pit excavations and installing pipe at bores along right-of-way. Erosion control measures to be maintained.

H. SEGMENT 5 CONSTRUCTION PROGRESS

This segment involves construction in railroad and roadway right-of-ways through mostly industrial areas from Compton to the Long Beach Harbor. Segment 5 EM, Pete Messick, has been on-site during construction. PPSI has five craft inspectors, one environmental inspector, one Native American monitor, and one contamination inspector inspecting the work of approximately 30 contractor employees during construction of Segment 5C. Construction is complete on Segments 5A and 5B. Construction progress from December 1 through 5, 1997 included the following:

Segment 5 Comments: No non-compliance events occurred. Crews maintained erosion control measures in preparation for predicted rainstorms.

No variances were approved by CPUC or ANF December 1 through 5, 1997.

J. EXTRA WORK SPACE

No extra work spaces/equipment storage areas were approved by CPUC or ANF December 1 through 5, 1997.

K. GENERAL PLANS FOR NEXT WEEK

Construction on Segments 1, 2B, 3, 4A, 4B and 5C will continue and erosion control measures will be maintained.
