A. INTRODUCTION

Construction continued on Segment 1 (Milepost (MP) 0 TO 33), Segment 2B (MP 56 to 73); Segment 3 (MP 73 to 99), Segment 4A (MP 99 to 108), Segment 4B (El Segundo MP 0 to 11), and Segment 5 (MP 108 to 118).

B. SEGMENT 1 CONSTRUCTION PROGRESS

This segment extends southward from the southern end of the San Joaquin Valley (Emidio), through the Tejon Pass, to the northern perimeter of the Angeles National Forest. Construction will occur through agricultural fields, along roads and across very steep slopes. Segment 1 Environmental Monitor (EM), Lynn Stafford has been on-site during construction. PPSI has five craft inspectors, one environmental inspector, and one Native American monitor inspecting the work of approximately 25 contractor employees. Construction progress from December 15 through 19, 1997 included the following:

Segment 1 Comments: No non-compliance events occurred. Copco Road restricted to one lane during work hours with appropriate traffic control measures in place. Rain on December 18 limited construction activities. California Highway Patrol officers have inspected the construction zone and have commented on the good traffic control.

Segment 1 Schedule for Next Week:

Begin construction activities along Peace Valley Road (EMP 32.29).

C. SEGMENT 2A CONSTRUCTION PROGRESS

This segment within the Angeles National Forest involved very steep slopes and required significant time and additional equipment for trenching, stringing, and other pipe-laying activities. All construction activities to Templin Highway, except revegetation, were completed by November 9. ANF will inform PPSI of additional work that needs to be done after final inspection that will occur at a later date.

Segment 2A Comments:

No construction or revegetation activities occurred. On December 16, PPSI inspected and videotaped erosion problems (due to a major storm and associated run-off) from a helicopter.

Segment 2A Schedule for Next Week:

PPSI to arrange to meet with ANF after the holidays. Requirements of final inspection to be determined after meeting with ANF representative.

D. SEGMENT 2B CONSTRUCTION PROGRESS

This segment is primarily in open lands and roadway right-of-ways from Castaic to Sylmar. Segment 2B EM, Chris Fazzari, has been on-site during construction. PPSI has five craft inspectors, one environmental inspector, and one Native American monitor inspecting the work of approximately 45 contractor employees. Construction progress December 15 through 19, 1997 included the following:

Segment 2B Comments:

One non-compliance event occurred. Traffic control has been monitored daily by Los Angeles County inspector, Scott Thompson. A pilot car was used to guide traffic through the construction zone on The Old Road. A 96" storm drain was located near Parker Road (EMP 58.51). It isn’t currently known if it will be required to bore under the drain. Rain on December 18 slowed construction activities.

E. SEGMENT 3 CONSTRUCTION PROGRESS

This segment is mostly within MTA rail right-of-way from Sylmar to Alameda Street in Los Angeles. Segment 3 EM, Brooke Langle, has been on-site during construction. PPSI has four craft inspectors, one environmental inspector, one contaminated soils inspector, and one Native American monitor inspecting the work of approximately 30 contractor employees. Construction progress from December 15 through 20, 1997 included the following:

Segment 3 Comments:

No non-compliance events occurred. Strong winds (10 to 15 mph) continued to blow all week. Bore completed at Osborne Street (EMP 80.56) and continued at Branford Street (EMP 81.47). Rain on December 18 slowed construction activities.

Complete bore operations at Branford Street (EMP 81.47).

F. SEGMENT 4A CONSTRUCTION PROGRESS

This segment involves nighttime construction (8:00 p.m. to 5:30 a.m.) in railroad and roadway right-of-ways through mostly industrial areas from downtown Los Angeles to Compton. Segment 4A EM, Christopher Meyer, has been on-site during construction. PPSI has two craft inspectors, one environmental inspector, and one contamination inspector inspecting the work of approximately 25 contractor employees during construction. Construction progress from December 15 through 19, 1997 included the following:

Segment 4A Comments:

Two non-compliance events occurred. On December 16 the sidewalls of a bell hole collapsed. Steel plates were used to shore the trench and the cavities were filled with soil. No one was injured.

G. SEGMENT 4B CONSTRUCTION PROGRESS

This segment involves construction in railroad and roadway right-of-ways through mostly industrial areas from Watts Junction to El Segundo Refinery area. Segment 4B EM, Neda Fioozat, has been on-site during construction. PPSI has four craft inspectors, one environmental inspector, one Native American monitor, and one contamination inspector inspecting the work of approximately 25 contractor employees. Construction progress from December 15 through 19, 1997 included the following:

Segment 4B Comments: No non-compliance events occurred. Construction activities halted at 2:00 p.m. on December 18 due to heavy rains. Bore equipment continues to breakdown and need repair.

H. SEGMENT 5 CONSTRUCTION PROGRESS

This segment involves construction in railroad and roadway right-of-ways through mostly industrial areas from Compton to the Long Beach Harbor. Segment 5 EM, Pete Messick, has been on-site during construction. PPSI has five craft inspectors, one environmental inspector, one Native American monitor, and one contamination inspector inspecting the work of approximately 30 contractor employees during construction of Segment 5C. Construction is complete on Segments 5A and 5B. Construction progress from December 15 through 19, 1997 included the following:

Segment 5 Comments: One non-compliance event occurred. Progress is slow because of numerous subsurface utilities. On December 18, a motorist failed to negotiate a turn and the front end of vehicle slid partially into trench at intersection of Myrrh and E. Alameda Streets. No one was injured and vehicle sustained minor damage and no one was injured. Work was suspended early on December 18 because of heavy rain.

K. GENERAL PLANS FOR NEXT WEEK

Construction on Segments 1, 2B, 3, 4A, 4B and 5C will continue and construction zones will be secured for Christmas holiday. All crews will be off December 24 through 28 for Christmas holiday.
