A. INTRODUCTION

Construction continued on Segment 1 (Milepost (MP) 0 TO 33), Segment 2B (MP 56 to 73); Segment 3 (MP 73 to 99), Segment 4A (MP 99 to 108), Segment 4B (El Segundo MP 0 to 11), and Segment 5 (MP 108 to 118).

B. SEGMENT 1 CONSTRUCTION PROGRESS

This segment extends southward from the southern end of the San Joaquin Valley (Emidio), through the Tejon Pass, to the northern perimeter of the Angeles National Forest. Construction will occur through agricultural fields, along roads and across very steep slopes. Segment 1 Environmental Monitor (EM), Sandy Etchell has been on-site during construction. PPSI has five craft inspectors, one environmental inspector, and one Native American monitor inspecting the work of approximately 30 contractor employees. Construction progress from January 12 through 16, 1998 included the following:

Segment 1 Comments: On January 15 at 3:15 p.m. the Senior Construction Inspector for the County of Los Angeles issued an inspection notice instructing the project to clean-up and shorten the operation to applicable permit specifications. In addition, once the project meets the permit specifications, a two-day shutdown of all construction activities will occur. The CPUC/ANF monitor agreed with the County inspector, and did not issue a non-compliance because the County had already enacted a stop-work order. Crew began installing block valve No. 8 (MP 30.4). Construction activities limited to along Peace Valley Road. Heavy rain halted work at noon on January 15 and 16.

Segment 1 Schedule for Next Week:
No further work north until the project is approved by the Senior Construction Inspector for the County of Los Angeles. Contractor efforts will be limited bringing the project back to county permit specifications.

C. SEGMENT 2A CONSTRUCTION PROGRESS

This segment within the Angeles National Forest involved very steep slopes and required significant time and additional equipment for trenching, stringing, and other pipe-laying activities. All construction activities to Templin Highway, except revegetation, were completed by November 9.

Segment 2A Comments:
PPSI has not implemented a more aggressive implementation of the erosion control plan as requested by Mike Wickman (ANF) in a letter to PPSI dated December 15, 1997.
Segment 2A Schedule for Next Week:
PPSI has not provided a schedule for restoration and erosion control on Segment 2A.

D. SEGMENT 2B CONSTRUCTION PROGRESS

This segment is primarily in open lands and roadway right-of-ways from Castaic to Sylmar. Segment 2B EM, Chris Fazzari, has been on-site during construction. PPSI has six craft inspectors, one environmental inspector, and one Native American monitor inspecting the work of approximately 65 contractor employees. Construction progress January 12 through 17, 1998 included the following:

Segment 2B Comments:
No non-compliance events occurred. Traffic control has been monitored daily by Los Angeles County inspector. Steel plates covering excavated trench shifted and were reset over the weekend.
Segment 2B Schedule for Next Week:
Horizontal directional drill at Castaic Creek to continue from 7 a.m. until 7 p.m. Monday through Saturday.

E. SEGMENT 3 CONSTRUCTION PROGRESS

This segment is mostly within MTA rail right-of-way from Sylmar to Alameda Street in Los Angeles. Segment 3 EM, Brooke Langle, has been on-site during construction. PPSI has two construction zones. In the north zone, one craft inspector, one environmental inspector, and one Native American monitor are inspecting the work of approximately 10 contractor employees. In the south zone, five craft inspectors, one environmental inspector, one contaminated soils inspector, and two Native American monitors are inspecting the work of approximately 30 contractor employees. Construction progress from January 12 through 17, 1998 included the following:

No non-compliance events occurred. Crews pot-holed along the railroad ROW and removed shrubs.

Segment 3-South Comments:

No non-compliance events occurred. Welding operations began at bores of Paxton, Pierce, Branford, and Sheldon streets.

Continue with two work zones.

F. SEGMENT 4A CONSTRUCTION PROGRESS

This segment involves nighttime construction (8:00 p.m. to 5:30 a.m.) in railroad and roadway right-of-ways through mostly industrial areas from downtown Los Angeles to Compton. Segment 4A EM, Christopher Meyer, has been on-site during construction. PPSI has three craft inspectors, one environmental inspector, and one contamination inspector inspecting the work of approximately 35 contractor employees during construction. Construction progress from January 12 through 16, 1998 included the following:

Segment 4A Comments:

No non-compliance events occurred. Applicant working with contractor to ensure that the traffic lanes are cleaned and road repairs compacted properly before the end of the shift. Projected rain storm limited work on January 16. Also on January 16, steel plates in road intersection shifted and had to be reset.

 

Segment 4A Schedule for Next Week:

Excavation of 31-foot deep ditch at 3rd Street and Alameda Street intersection (postponed from last week because of rain and flooding).

G. SEGMENT 4B CONSTRUCTION PROGRESS

This segment involves construction in railroad and roadway right-of-ways through mostly industrial areas from Watts Junction to El Segundo Refinery area. Segment 4B EM, Neda Fioozat, has been on-site during construction. PPSI has four craft inspectors, one environmental inspector, one Native American monitor, and one contamination inspector inspecting the work of approximately 35 contractor employees. Construction progress from January 12 through 16, 1998 included the following:

No new non-compliance events occurred. Three non-compliance events from last week were rectified. Working space cramped in railroad ROW that runs between buildings, a school, and residences. Boring equipment continues to breakdown, causing delays.

H. SEGMENT 5 CONSTRUCTION PROGRESS

This segment involves construction in railroad and roadway right-of-ways through mostly industrial areas from Compton to the Long Beach Harbor. Segment 5 EM, Pete Messick, has been on-site during construction. PPSI has four craft inspectors, one environmental inspector, one Native American monitor, and one contamination inspector inspecting the work of approximately 20 contractor employees during construction of Segment 5C. Construction is complete on Segments 5A and 5B. Construction progress from January 12 through 17, 1998 included the following:

Segment 5 Comments:
No non-compliance events occurred. Construction activities halted on January 15 at 1:30 p.m. because of rain. Fiber optic cable was fed through conduit at Dominguez Channel Bridge (EMP 116.23). Removal of spoil piles remaining along East Alameda between Weber Avenue and Pine Street (EMP 108.86 to 109.42) and Alondra Blvd and Auto Drive South (EMP 110.99 to 111.60) began.
 
Segment 5 Schedule for Next Week:
While waiting for local permits to be approved, construction activities are shutting down and moving to Segment 3. Only clean-up activities will occur.

K. GENERAL PLANS FOR NEXT WEEK

Construction on Segments 2B, 3, 4A, and 4B will continue. Clean-up and shut-down activities will occur on Segment 5C. Segment 1 will prepare for 2-day Los Angles County imposed shut-down.
