A. INTRODUCTION

Construction continued on Segment 1 (Milepost [MP] 0 TO 33), Segment 2B (MP 56 to 73); Segment 3 (MP 73 to 99), Segment 4A (MP 99 to 108), and Segment 4B (El Segundo MP 0 to 11). Construction has been suspended on Segment 5 (MP 108 to 118).

B. SEGMENT 1 CONSTRUCTION PROGRESS

This segment extends southward from the southern end of the San Joaquin Valley (Emidio), through the Tejon Pass, to the northern perimeter of the Angeles National Forest. Construction will occur through agricultural fields, along roads and across very steep slopes. Segment 1 Environmental Monitor (EM), Lynn Stafford has been on-site during construction. PPSI has five craft inspectors, one environmental inspector, and one Native American monitor inspecting the work of approximately 65 contractor employees. Construction progress from February 16 through 20, 1998 included the following:

Segment 1 Comments:

No non-compliances occurred. Bore at Gorman Creek (MP 32.40) continued. Snow slowed construction on February 17 and 20. Dewatering activities continued. ROW secured for expected storm system over the weekend.

Segment 1 Schedule for Next Week:

Finish bore at Gorman Creek then continue north on Peace Valley Road. Evaluate Tejon Bench and construction methods.

C. SEGMENT 2A CONSTRUCTION PROGRESS

This segment within the Angeles National Forest involved very steep slopes and required significant time and additional equipment for trenching, stringing, and other pipe-laying activities. All construction activities to Templin Highway, except revegetation, were completed by November 9.

Segment 2A Comments:

PPSI has not implemented a more aggressive implementation of the erosion control plan as requested by Mike Wickman (ANF District Ranger) in a letter to PPSI dated December 15, 1997. PPSI provided a schedule for restoration and erosion control on Segment 2A. ANF requested that PPSI provide an explanation of the use of the unapproved fiber optic conduit that was installed on ANF lands.

Segment 2A Schedule for Next Week:

ANF to review and comment on restoration and erosion control schedule. PPSI to meet with ANF to respond to ANF’s request for an explanation of the installation and use of excess fiber optic conduits.

D. SEGMENT 2B CONSTRUCTION PROGRESS

This segment is primarily in open lands and roadway right-of-ways from Castaic to Sylmar. Segment 2B EM, Chris Fazzari, has been on-site during construction. PPSI has six craft inspectors, one environmental inspector, and one Native American monitor inspecting the work of approximately 95 contractor employees. Construction progress February 16 through 20, 1998 included the following:

Segment 2B Comments:

No non-compliance events occurred. Traffic control has been monitored daily by Los Angeles County inspector. Directional drilling at Santa Clara River was slowed because of continued "frac-outs" on the south bank which required containment restructuring and additional pumps (A "fac-out" is a surfacing of drilling muds at the surface of the ground due to subsurface cracks in the soil above the bore.) Rain halted construction on February 17. Contractor limited amount of open trench because of predicted rainfall over the weekend.

Segment 2B Schedule for Next Week:

Horizontal directional drilling at Santa Clara River expected to be completed February 23. Work along The Old Road north of Hasley Canyon Road to continue.

E. SEGMENT 3 CONSTRUCTION PROGRESS

This segment is mostly within MTA rail right-of-way from Sylmar to Alameda Street in Los Angeles. Segment 3 EM, Brooke Langle, has been on-site during construction. PPSI has two active construction zones: Seg 3 - North has five craft inspectors, one environmental inspector, one contaminated soils inspector, and one Native American monitor inspecting the work of approximately 80 contractor employees. Seg 3 - Los Feliz has two craft inspectors, one Native American monitor, one environmental inspector and one soils inspector. Construction progress from February 16 through 20, 1998 included the following:

Segment 3 - North Comments:

No non-compliance events occurred. Crews worked Monday near Roscoe Elementary School (school closed in observance of Presidents’ Day). Boring operations were completed at Sunland Street.

Work will be completed on Saturday in front of Roscoe School.

Segment 3 - Los Feliz Activities

F. SEGMENT 4A CONSTRUCTION PROGRESS

This segment involves nighttime construction (8:00 p.m. to 5:30 a.m.) in railroad and roadway right-of-ways through mostly industrial areas from downtown Los Angeles to Compton. Segment 4A EM, Christopher Meyer, has been on-site during construction. PPSI has four craft inspectors, one environmental inspector, and one contamination inspector inspecting the work of approximately 60 contractor employees during construction. Construction progress from February 16 through 20, 1998 included the following:

Segment 4A Comments:

Two non-compliance events occurred. On February 18, hydraulic fluid from a backhoe being repaired by the contractor on Traction Avenue leaked into road gutter. PPSI Environmental Inspector worked with contractor to stop flow before it entered the storm drain. PPSI received a memo regarding implementation of the Spill Prevention Plan and the Storm Water Pollution Prevention Plan. Also on February 18, it was discovered that an unmarked, 6-inch sewer line had been damaged during previous excavations at the site (about 2 weeks ago). A Los Angeles city utility worker inspected repairs. Rain halted construction on February 16 and 20, 1998.

G. SEGMENT 4B CONSTRUCTION PROGRESS

This segment involves construction in railroad and roadway right-of-ways through mostly industrial areas from Watts Junction to El Segundo Refinery area. Segment 4B EM, Neda Fioozat, has been on-site during construction. PPSI has four craft inspectors, one environmental inspector, one Native American monitor, and one contamination inspector inspecting the work of approximately 60 contractor employees. Construction progress from February 16 through 20, 1998 included the following:

Segment 4B Comments:

No non-compliance events occurred. Contractor continues to bore under the road crossings and tie-ins. No construction activities occurred on February 17 because of rain.

Segment 4B Schedule for Next Week:

Continue the boring operation and monitor bore pits for stability during rain events.

H. SEGMENT 5 CONSTRUCTION PROGRESS

This segment involves construction in railroad and roadway right-of-ways through mostly industrial areas from Compton to the Long Beach Harbor. Construction activities on Segment 5C have been shut down while waiting for local access to be granted by Los Angles County. Construction is complete on Segments 5A and 5B. There was no construction progress from February 16 through 20, 1998.

Segment 5 Schedule for Next Week:

General construction activities projected to resume on February 26, 1998.
