A. INTRODUCTION
Construction continued on Segment 1 (Milepost (MP) 0 TO 33), Segment 2B (MP 56 to 73); Segment 3 (MP 73 to 99), Segment 4A (MP 99 to 108), and Segment 4B (El Segundo MP 0 to 11). Construction has resumed on Segment 5 (MP 108 to 118).
B. SEGMENT 1 CONSTRUCTION PROGRESS
This segment extends southward from the southern end of the San Joaquin Valley (Emidio), through the Tejon Pass, to the northern perimeter of the Angeles National Forest. Construction will occur through agricultural fields, along roads and across very steep slopes. Segment 1 Environmental Monitor (EM), Lynn Stafford has been on-site during construction. PPSI has five craft inspectors, one environmental inspector, and one Native American monitor inspecting the work of approximately 65 contractor employees. Construction progress from February 23 through 27, 1998 included the following:

Segment 1 Comments:
No non-compliances occurred. Traffic control has been monitored daily by Los Angeles County inspector. Boring operations at Gorman Creek (MP 32.40) continued with fiber optic conduit being pushed into place. Rain halted construction on February 23 and 24. Erosion and silt control efforts were satisfactory.
Segment 1 Schedule for Next Week:
Finish bore at Gorman Creek then continue north on Peace Valley Road. Continue to monitor dust control along closed-lane portion of Peace Valley Road from EMP 28.28 to 27.52.
C. SEGMENT 2A CONSTRUCTION PROGRESS
This segment within the Angeles National Forest involved very steep slopes and required significant time and additional equipment for trenching, stringing, and other pipe-laying activities. All construction activities to Templin Highway, except revegetation, were completed by November 9.
Segment 2A Comments:
PPSI has not implemented a more aggressive implementation of the erosion control plan as requested by Mike Wickman (ANF District Ranger) in a letter to PPSI dated December 15, 1997. PPSI provided a schedule for restoration and erosion control on Segment 2A. ANF requested that PPSI provide an explanation on the use of the unapproved fiber optic conduit that was installed on ANF lands.
Segment 2A Schedule for Next Week:
ANF to review and comment on restoration and erosion control schedule. PPSI to meet with ANF to respond to ANFs request for an explanation of the installation and use of excess fiber optic conduits.
D. SEGMENT 2B CONSTRUCTION PROGRESS
This segment is primarily in open lands and roadway right-of-ways from Castaic to Sylmar. Segment 2B EM, Chris Fazzari, has been on-site during construction. PPSI has six craft inspectors, one environmental inspector, and one Native American monitor inspecting the work of approximately 95 contractor employees. Construction progress February 23 through 28, 1998 included the following:

Segment 2B Comments:
No non-compliance events occurred. Traffic control has been monitored daily by Los Angeles County inspector. Direction drill at Santa Clara River was completed. Rain halted construction on February 23 and 24. Eight-hour hydrostatic test of Castaic Creek direction drill was successfully completed.
Segment 2B Schedule for Next Week:
Work along The Old Road north of Hasley Canyon Road to continue.
E. SEGMENT 3 CONSTRUCTION PROGRESS
This segment is mostly within MTA rail right-of-way from Sylmar to Alameda Street in Los Angeles. Segment 3 EM, Brooke Langle, has been on-site during construction. PPSI has two active construction zones: Seg 3 - North has five craft inspectors, one environmental inspector, and one contaminated soils inspector inspecting the work of approximately 80 contractor employees. Seg 3 - Los Feliz has two craft inspectors, one environmental inspector and one contaminated soils inspector. Construction progress from February 23 through 28, 1998 included the following:

Segment 3 - North Comments:
No non-compliance events occurred. Rain halted construction on February 23 and 24. Crews worked Saturday, February 28, to complete work near Roscoe Elementary School. Boring operations were completed at Arvilla Avenue. Bore crew began to set-up at Buena Vista Avenue. Directional drilling operations began to move equipment to drill site near EMP 86.91.
Segment 3 - North Schedule for Next Week:
Directional drilling to begin at Burbank Crossing (dog pound) mid-week.

Segment 3 - Los Feliz Comments:
No non-compliance events occurred. Rain halted construction on February 23 and 24. Crew excavated bore pit at Casitas Street. Continuing contract negotiations with the StorItAll storage facility property owner halted construction on February 25.
Segment 3 - Los Feliz Schedule for Next Week:
Continue to close the trench and asphalt over it each night at the StorItAll facility. Excavate bore pit and begin bore at Casitas Avenue.
F. SEGMENT 4A CONSTRUCTION PROGRESS
This segment involves nighttime construction (8:00 p.m. to 5:30 a.m.) in railroad and roadway right-of-ways through mostly industrial areas from downtown Los Angeles to Compton. Segment 4A EM, Christopher Meyer, has been on-site during construction. PPSI has four craft inspectors, one environmental inspector, one Native American monitor, and one contamination inspector inspecting the work of approximately 60 contractor employees during construction. Construction progress from February 23 through 27, 1998 included the following:

Segment 4A Comments:
One non-compliance event occurred on February 27. For the fourth time on Segment 4A, the contractor damaged a marked underground utility. This incident was added to an on-going investigation of the PPSI project by the CPUC. Rain halted construction on February 23.

Segment 4A Schedule for Next Week:
Continue general construction activities with emphasis on looking for utility markings on roadways and avoiding underground utilities during construction.
G. SEGMENT 4B CONSTRUCTION PROGRESS
This segment involves construction in railroad and roadway right-of-ways through mostly industrial areas from Watts Junction to El Segundo Refinery area. Segment 4B EM, Neda Fioozat, has been on-site during construction. PPSI has four craft inspectors, one environmental inspector, one part-time Native American monitor, and one contamination inspector inspecting the work of approximately 60 contractor employees. Construction progress from February 23 through 27, 1998 included the following:

No non-compliance events occurred. Contractor continues to bore roads. No construction activities occurred on February 23 and 24 because of rain. Spoil being stored in such a manner as to not cause a visual impact along the ROW.

Continue bores and monitor bore pits for stability.
H. SEGMENT 5 CONSTRUCTION PROGRESS
This segment involves construction in railroad and roadway right-of-ways through mostly industrial areas from Compton to the Long Beach Harbor. Segment 5C EM, Pete Messick, has been on-site during construction. PPSI has three craft inspectors, one environmental inspector, one Native American monitor, and one contamination inspector inspecting the work of approximately 40 contractor employees. Construction is complete on Segments 5A and 5B. Construction progress from February 23 through 28, 1998 included the following.

Segment 5C Comments:
No non-compliances occurred. Construction resumed on February 26 after a delay imposed by the Los Angeles County Alameda Corridor contractor. On February 28 a conduit for a mismarked fiber optic line was cracked, but service was not interrupted.

Complete laying and backfilling pipe in 1000-foot segment before March 9 (window of construction given by Los Angeles County Alameda Corridor contractor.
