A. INTRODUCTION

Construction continued on Segment 1 (Milepost [MP] 0 TO 33), Segment 2B (MP 56 to 73); Segment 3 (MP 73 to 99), Segment 4A (MP 99 to 108), Segment 4B (El Segundo MP 0 to 11) and Segment 5 (MP 108 to 118).

B. SEGMENT 1 CONSTRUCTION PROGRESS

This segment extends southward from the southern end of the San Joaquin Valley (Emidio), through the Tejon Pass, to the northern perimeter of the Angeles National Forest. Construction will occur through agricultural fields, along roads and across very steep slopes. Segment 1 Environmental Monitor (EM), Lynn Stafford has been on-site during construction. PPSI has five craft inspectors, one environmental inspector, one Native American monitor, and one contaminated soils monitor inspecting the work of approximately 65 contractor employees. Construction progress from March 9 through 14, 1998 included the following:

Segment 1 Comments:

No non-compliances occurred. Traffic control has been monitored daily by Los Angeles County inspector. Work at Gorman Creek bore (EMP 32.40) was completed. Directional drill crew began drilling of Gorman Slide (EMP 25.94). Leakages of drilling mud through the substrate to the surface (frac-outs), a normal part of directional drilling activities, occurred and were contained. Biological clearance surveys were performed in the San Joaquin Valley (EMP 5.0 to 14.0) and on the Tejon Ranch (EMP 16.55 to 19.83).

Segment 1 Schedule for Next Week:

Begin work along Lebec Road in Kern County. Continue directional drilling of Gorman Slide.

C. SEGMENT 2A CONSTRUCTION PROGRESS

This segment within the Angeles National Forest (ANF) involved very steep slopes and required significant time and additional equipment for trenching, stringing, and other pipe-laying activities. All construction activities to Templin Highway, except revegetation, were completed by November 9.

Segment 2A Comments:

PPSI has not implemented a more aggressive implementation of the erosion control plan as requested by ANF. PPSI met with ANF to discuss the unapproved conduit that was installed on ANF lands and provided a letter dated March 5, 1998, summarizing PPSI’s interpretation of the discussions.

D. SEGMENT 2B CONSTRUCTION PROGRESS

This segment is primarily in open lands and roadway right-of-ways from Castaic to Sylmar. Segment 2B EM, Chris Fazzari, has been on-site during construction. PPSI has six craft inspectors, one environmental inspector, and one Native American monitor inspecting the work of approximately 95 contractor employees. Construction progress March 9 through 14, 1998 included the following:

Segment 2B Comments:

No non-compliance events occurred. Traffic control has been monitored daily by Los Angeles County inspector. On March 10, a slurry truck sub-contracted to the contractor hit a utility pole when leaving the job site. All necessary notifications were made and no service was lost to customers. Construction did not occur on March 13 due to forecast storm.

Segment 2B Schedule for Next Week:

Install valve at Santa Clara River (EMP 63.15). Continue mainline construction between Henry Mayo Drive and Rye Canyon Road along The Old Road.

E. SEGMENT 3 CONSTRUCTION PROGRESS

This segment is mostly within MTA rail right-of-way from Sylmar to Alameda Street in Los Angeles. Segment 3 EM, Brooke Langle, has been on-site during construction. PPSI has two active construction zones: Seg 3 - North has five craft inspectors, one environmental inspector, and one contaminated soils inspector inspecting the work of approximately 80 contractor employees. Seg 3 - Los Feliz has two craft inspectors, one environmental inspector and one contaminated soils inspector. Construction progress from March 9 through 14, 1998 included the following:

Segment 3 - North Comments:

No non-compliance events occurred. Bore crew continued at Buena Vista Avenue (EMP 86.43). Directional drilling operations continued at Burbank Crossing (EMP 86.91) Monday through Saturday, 7 a.m. until 7 p.m. Drilling equipment broke down March 14.

Segment 3 - North Schedule for Next Week:

Directional drilling equipment to be repaired and drilling operations will continue Monday through Saturday, 7 a.m. until 7 p.m.

Segment 3 - Los Feliz Comments:

No non-compliance events occurred. Boring operations continued at Casitas Street (EMP 93.78). Excavation was begun on a receiving pit at Seneca Court (EMP 93.75) for the Casitas Street bore. Approximately 37 percent (1200 feet) of the route through the StorItAll facility (EMP 93.14 to 93.75) has been completed so far.

Segment 3 - Los Feliz Schedule for Next Week:

Continue to construct at the StorItAll facility, Casitas Street boring operations, and Seneca Court excavation operations.

F. SEGMENT 4A CONSTRUCTION PROGRESS

This segment involves nighttime construction (8:00 p.m. to 5:30 a.m.) in railroad and roadway right-of-ways through mostly industrial areas from downtown Los Angeles to Compton. Segment 4A EM, Christopher Meyer, has been on-site during construction. PPSI has four craft inspectors, one environmental inspector, one Native American monitor, and one contamination inspector inspecting the work of approximately 60 contractor employees during construction. Construction progress from March 9 through 13, 1998 included the following:

Segment 4A Comments:

No non-compliance events occurred. Repair of the broken and sand-clogged sewer line north of Fifth Street was unsuccessful this week. Los Angeles City Inspector was on-site monitor repair activities. The Contractor has begun removing (rather than working around) unidentified lines. The Applicant is aware of this but has not instructed the Contractor to stop this practice. Work was canceled because of rain on March 12 and 13.

Segment 4A Schedule for Next Week:

Unclog and repair broken sewer line at Fifth Street. Continue excavation through Seventh Street intersection.

G. SEGMENT 4B CONSTRUCTION PROGRESS

This segment involves construction in railroad and roadway right-of-ways through mostly industrial areas from Watts Junction to El Segundo Refinery area. Segment 4B EM, Neda Fioozat, has been on-site during construction. PPSI has four craft inspectors, one environmental inspector, one part-time Native American monitor, and one contamination inspector inspecting the work of approximately 60 contractor employees. Construction progress from March 9 through 13, 1998 included the following:

Segment 4B Comments:

No non-compliance events occurred. On March 9 construction did not occur because of predicted storm. At approximately 3:30 p.m. on March 11, the boring subcontractor bored through a 14-inch marked water line under Prairie Avenue. All appropriate notices were made and Hawthorne police rerouted traffic. Repairs were complete and Prairie Avenue was reopened to traffic about 3:30 a.m. Directional drilling operations at Aviation Blvd were started on March 12.

Segment 4B Schedule for Next Week:

Redo bore of Prairie Avenue and continue directional drilling at Aviation Blvd.

H. SEGMENT 5 CONSTRUCTION PROGRESS

This segment involves construction in railroad and roadway right-of-ways through mostly industrial areas from Compton to the Long Beach Harbor. Segment 5C EM, Pete Messick, has been on-site during construction. PPSI has three craft inspectors, one environmental inspector, one Native American monitor, and one contamination inspector inspecting the work of approximately 40 contractor employees. Construction is complete on Segments 5A and 5B. Construction progress from March 9 through 13, 1998 included the following.

Segment 5C Comments:

No non-compliances occurred. On March 11 a cracked conduit for a utility line was discovered. All appropriate notices were made and it was determined that the damage was not project-related. Construction did not occur on March 13 because of predicted storm.

Segment 5C Schedule for Next Week:

Begin reroute construction south of Sepulveda Blvd when permits and approvals are received.

I. VARIANCES

No variances were approved by CPUC or ANF March 9 through 13, 1998.

J. EXTRA WORK SPACE

No extra work spaces/equipment storage areas were approved by CPUC or ANF March 9 through 13, 1998.

K. GENERAL PLANS FOR NEXT WEEK

Construction on Segments 1, 2B, 3, 4A, 4B and 5C will continue. Small crew from Segment 5 will continue working the Los Feliz Blvd area of Segment 3.
