A. INTRODUCTION

Construction continued on Segment 1 (Milepost [MP] 0 TO 33), Segment 2B (MP 56 to 73); Segment 3 (MP 73 to 99), Segment 4A (MP 99 to 108), Segment 4B (El Segundo MP 0 to 11) and Segment 5 (MP 108 to 118).

B. SEGMENT 1 CONSTRUCTION PROGRESS

This segment extends southward from the southern end of the San Joaquin Valley (Emidio), through the Tejon Pass, to the northern perimeter of the Angeles National Forest. Construction will occur through agricultural fields, along roads and across very steep slopes. Segment 1 Environmental Monitors (EM), Sandy Etchell or Kris Thorne have been on-site during construction. PPSI has five craft inspectors, one environmental inspector, one Native American monitor, and one contaminated soils monitor inspecting the work of approximately 65 contractor employees. Construction progress from June 8 through 12, 1998 included the following:

Segment 1 Comments:

No non-compliances occurred. Pipe was laid and backfilled at Stream Crossing #26 (EMP 30.73). Backfilling of the Gorman Slide directional drill (EMP 28.65) occurred. Construction activity continues along Lebec Road, with the skip due to nesting Yellow Warblers (a California Species of Special Concern). Excavation of the western bore pit for the I-5 bore (EMP 21.10) was completed and boring equipment is being installed. Clearing and grading of Emidio Station began.

Segment 1 Schedule for Next Week:

Continue work at Emidio Station and begin skip to EMP 14.00 to clearing and grading activities in a southerly direction.

C. SEGMENT 2A CONSTRUCTION PROGRESS

This segment within the Angeles National Forest (ANF) involved very steep slopes and required significant time and additional equipment for trenching, stringing, and other pipe-laying activities. Winter rains caused damage to ANF roads and the pipeline ROW. PPSI continued to repair washed out roads (filling in collapses, compacting, grading, and paving) in preparation for moving equipment onto ANF to begin ROW repair work and installation of fiber optic cable. Work at valve sites is expected to begin next week.

D. SEGMENT 2B CONSTRUCTION PROGRESS

This segment is primarily in open lands and roadway right-of-ways from Castaic to Sylmar. Segment 2B EM, Chris Huntley, has been on-site during construction. PPSI has six craft inspectors, one environmental inspector, and one Native American monitor inspecting the work of approximately 95 contractor employees. Construction progress June 8 through 13, 1998 included the following:

Segment 2B Comments:

On Monday, June 8 at 10:00 a.m. a Stop Work Order was issued by the CPUC for failure to implement the requirements of the Pacific Pipeline Project Mitigation Monitoring, Compliance and Reporting Program, Mitigation Measure SS-2 (which states that PPSI shall use hand tools in utility intensive areas and within 24 inches of underground structures). Notice to Proceed was issued by the CPUC on June 9 at 6:45 p.m. after a written response to the Stop Work Order was received. Construction activities resumed on June 10.

Tie-ins were completed at Valencia Blvd (EMP 65.13) and The Old Road by Valencia Water Company (EMP 65.31). Crews worked to remove the stuck casing from the bore at EMP 65.58 in the ranch area between Valencia Blvd and McBean Parkway. Excavation of the 22-foot deep bore pit at Feedmill Road (EMP 63.90) continued. Operations have reached The Old Road at Chuquella Lane. Pot-hole crews are working carefully to uncover both marked and mismarked underground utilities. The Los Angeles County inspector is on-site to monitor traffic controls.

Segment 2B Schedule for Next Week:

Crew will continue to attempt to remove the stuck casing at EMP 65.58. Mainline construction should be complete up to the intersection of The Old Road and Pico Canyon Road.

E. SEGMENT 3 CONSTRUCTION PROGRESS

This segment is mostly within MTA rail right-of-way from Sylmar to Alameda Street in Los Angeles. Segment 3 EMs, Chris Fazzari or Kris Thorne have been on-site during construction. Segment 3 has two construction spreads, 3A which is San Fernando to Taylor Yard and 3B which is Taylor Yard (MTA maintenance facility) to Alameda Street.

On Segment 3A, PPSI has five craft inspectors, one part-time environmental inspector, two Native American monitors, and one contaminated soils inspector inspecting the work of approximately 90 contractor employees. On Segment 3B, PPSI has one craft inspector, one part-time environmental inspector, one Native American monitor, and one contaminated soils inspector. Construction progress from June 8 through 13, 1998 included the following:

Segment 3A Comments:

On Monday, June 8 at 10:00 a.m. a Stop Work Order was issued by the CPUC for failure to implement the requirements of the Pacific Pipeline Project Mitigation Monitoring, Compliance and Reporting Program, Mitigation Measures B-AQ-1, PC5 (which states that PPSI shall refuel at least 0.25 miles from any wetland or stream) and A-2, PC1 (which states that construction activities stay within the approved ROW at all times). Notice to Proceed was issued by the CPUC on June 9 at 6:45 p.m. after a written response to the Stop Work Order was received. Construction activities resumed on June 10.

Construction is centered in Taylor Yard area and at Tyburn Street (EMP 94.01). Boring of the railroad tracks at Goodwin Avenue (EMP 92.35) continued.

Segment 3B Comments:

On Monday, June 8 at 10:00 a.m. a Stop Work Order was issued by the CPUC for failure to implement the requirements of the Pacific Pipeline Project Mitigation Monitoring, Compliance and Reporting Program, Mitigation Measure A-2, PC1 (which states that all construction activities stay within the approved ROW at all times) and C-3, PC3 (which states that project personnel stay within the approved ROW at all times). Notice to Proceed was issued by the CPUC on June 9 at 6:45 p.m. after a written response to the Stop Work Order was received. Construction activities resumed on June 10.

Limited construction activities occurred in Midway Yard including work on the below-ground valve at EMP 98.48 and restoring the ROW.

Segment 3 Schedule for Next Week:

Segment 3A crew to continue in Taylor Yard. Night work is planned for Taylor Yard Maintenance Facility. The bore under the railroad tracks near the 110 Freeway (EMP 97.46) was delayed and may begin next week.

F. SEGMENT 4A CONSTRUCTION PROGRESS

This segment involves nighttime construction (8:00 p.m. to 5:30 a.m.) in railroad and roadway right-of-ways through mostly industrial areas from downtown Los Angeles to Compton. Segment 4A EM, Christopher Meyer, has been on-site during construction. PPSI has five craft inspectors, one environmental inspector, one Native American monitor, and one contamination inspector inspecting the work of approximately 75 contractor employees during construction. Construction progress from June 8 through 12, 1998 included:

Segment 4A Comments:

On Monday, June 8 at 10:00 a.m. a Stop Work Order was issued by the CPUC for failure to implement the requirements of the Pacific Pipeline Project Mitigation Monitoring, Compliance and Reporting Program, Mitigation Measure SS-2 (which states that PPSI shall use hand tools in utility intensive areas and within 24 inches of underground structures). Notice to Proceed was issued by the CPUC on June 9 at 2:30 p.m. after a written response to the Stop Work Order was received. Construction activities resumed on June 9.

Contractor has crews working both the north and south ends of the segment. Excavation continues to be done by hand near Commercial Street (EMP 99.38) because of the dense concentration of underground utilities. Progress is slow on the south end due to unstable soils and the need to install additional shoring. Excavation for valve vault south of 25th Street began. Contractor removed project materials that were stored on 20th Street on June 11. All materials are now stored in contractor’s yard.

Segment 4A Schedule for Next Week

Construction will continue at Commercial Street; vault placement at 25th Street is expected to occur.

G. SEGMENT 4B CONSTRUCTION PROGRESS

This segment involves construction in railroad and roadway right-of-ways through mostly industrial areas from Watts Junction to El Segundo Refinery area. Segment 4B EM, Neda Fioozat, has been on-site during construction. PPSI has five craft inspectors, one environmental inspector, one part-time Native American monitor, and one contamination inspector inspecting the work of approximately 70 contractor employees. Construction progress from June 8 through 13, 1998 included the following:

Segment 4B Comments:

No non-compliance events occurred. Crews continued to work both east and west of Douglas Blvd (ESMP 10.07). Excavation for block valve east of Crenshaw Blvd (ESMP 6.38) began. Activities along Santa Ana Blvd (ESMP 0.23) continued. Backfilling at Van Ness Ave bore pit began.

Segment 4B Schedule for Next Week:

Continue work at bore pits.

H. SEGMENT 5 CONSTRUCTION PROGRESS

This segment involves construction in railroad and roadway right-of-ways through mostly industrial areas from Compton to the Long Beach Harbor. Segment 5C EM, Pete Messick, has been on-site during construction. PPSI has one craft inspectors, one part-time environmental inspector, and one contamination inspector inspecting the work of approximately 15 contractor employees. Construction is complete on Segments 5A and 5B. Construction progress from June 8 through 12, 1998 included the following.

Segment 5C Comments:

No non-compliance events occurred. Limited, localized construction activities continue at Sepulveda Blvd (EMP 116.80). Bore under Sepulveda Blvd was completed on June 9 with OSHA determining that emissions from the bore hole were at safe levels. Pipe was backfilled with slurry through the dried pond (EMP 116.86).

Segment 5C Schedule for Next Week:

Welding tie-ins and installation of fiber optic cable at Sepulveda Blvd.
