A. INTRODUCTION

Construction continued on Segment 1 (Milepost [MP] 0 to 33), Segments 2A (MP 33 to 50), 2B (MP 56 to 73), Segment 2C (MP 50 to 56), Segment 3 (MP 73 to 99), Segment 4A (MP 99 to 108), Segment 4B (El Segundo MP 0 to 11) and Segment 5 (MP 108 to 118).

B. SEGMENT 1 CONSTRUCTION PROGRESS

This segment extends southward from the southern end of the San Joaquin Valley (Emidio), through the Tejon Pass, to the northern perimeter of the Angeles National Forest. Construction will occur through agricultural fields, along roads and across very steep slopes. Segment 1 Environmental Monitor (EM), Sandy Etchell has been on-site during construction. PPSI has five craft inspectors, one environmental inspector, one Native American monitor, and one contaminated soils monitor inspecting the work of approximately 65 contractor employees. Construction progress from June 22 through 26, 1998 included the following:

Segment 1 Comments:

No non-compliances occurred. Lowering-in and tie-in welding at Stream Crossing #20 (EMP 27.34) occurred. Concrete-coated pipe was installed from the east side of the Lebec I-5 bore (EMP 20.77). Excavation in the Tejon Wetland (EMP 20.73 to 20.60) is progressing with no problems.

Excavation for the bore pit on the east side of Grapevine I-5 (EMP 13.31) began.

Clearing, grading and compaction of Emidio Pump Station (EMP 0.0 to 0.07) was completed and the site was surveyed. Vegetation was cleared at the Grapevine Pump Station (EMP 15.57).

Segment 1 Schedule for Next Week:

Continue bore under I-5 at Lebec and prepare for bore under I-5 at Grapevine. Continue work at Grapevine Pump Station and mainline activities.

C. SEGMENT 2A CONSTRUCTION PROGRESS

This segment within the Angeles National Forest (ANF) involved very steep slopes and required significant time and additional equipment for trenching, stringing, and other pipe-laying activities. Although general construction was completed in this segment last year, a number of supplemental activities have recently begun. Winter rains caused damage to ANF roads and the pipeline ROW. Lead EM, Kris Thorne, has been on-site. PPSI has one craft inspector and one environmental inspector inspecting the work of approximately 15 contractor employees.

Work on pads for valve sites between Copco Road and Reservoir Summit continued. Installation of pull boxes for fiber optic cable was started. No non-compliance events occurred. Both activities will continue next week.

D. SEGMENT 2B CONSTRUCTION PROGRESS

This segment is primarily in open lands and roadway right-of-ways from Castaic to Sylmar. Segment 2B EM, Chris Huntley, has been on-site during construction. PPSI has six craft inspectors, one environmental inspector, and one Native American monitor inspecting the work of approximately 95 contractor employees. Construction progress June 22 through 26, 1998 included the following:

Segment 2B Comments:

No non-compliance events occurred. The bore at EMP 65.36 in the undeveloped Newhall Land and Farming area was completed. Trenching continued in the ranch area. Use of water truck and street sweepers help control dust produced by the project. Fiber optic testing continues with repairs being made. Mainline construction continues from Pico Canyon Road to Chiquella Lane.

Segment 2B Schedule for Next Week:

Bore crew is planning to insert concrete-coated pipe through the bore at EMP 65.36.

E. SEGMENT 2C CONSTRUCTION PROGRESS

This segment is primarily in open lands and roadway right-of-ways from Templin Highway to Castaic. Segment 2 EM, Chris Huntley, has been on-site during construction. PPSI has one craft inspector, one environmental inspector, and one Native American monitor inspecting the work of approximately 25 contractor employees. Construction progress June 22 through 26, 1998 included the following:

No non-compliance events occurred. Trenching activities began Wednesday. Excavation of a bore pit for Marple Canyon Creek was started.

Segment 2C Schedule for Next Week:

Continue potholing and trenching. Stringing pipe may occur next week.

F. SEGMENT 3 CONSTRUCTION PROGRESS

This segment is mostly within MTA rail right-of-way from Sylmar to Alameda Street in Los Angeles. Segment 3 EMs, Brooke Langle (day shift) and Pete Messick (night shift) have been on-site during construction. Segment 3 has three construction spreads, 3A which is Sylmar to Taylor Yard, 3B which is Taylor Yard (MTA maintenance facility) to Alameda Street, and 3B Nights which is in restricted areas of Taylor Yard.

On Segment 3A, PPSI has seven craft inspectors, one part-time environmental inspector, two Native American monitors, and one contaminated soils inspector inspecting the work of approximately 90 contractor employees. Construction progress from June 22 through 26, 1998 included the following:

Segment 3A Comments:

No non-compliance events occurred. Crews continued to work along a skipped section of San Fernando Blvd. Pot-holing began in the middle of West Chevy Chase (EMP 92.67). Excavation was begun on the deep (26-feet) bore pit in north Taylor Yard (EMP 94.90).

On Segment 3B, PPSI has one craft inspector, one part-time environmental inspector, and one part-time Native American monitor inspecting the work of approximately 8 contractor employees.

Segment 3B Comments:

No non-compliance events occurred. Daytime construction activities were completed between June 22 and 26, 1998, and equipment was moved to Taylor Yard (3B-Nights).

On Segment 3B-Nights, PPSI has three craft inspectors, one Native American monitor, and one contaminated soils inspector inspecting the work of approximately 15 contractor employees. Construction progress from June 22 through 26, 1998 included the following:

No non-compliance events occurred. Crew began to saw-cut and remove the concrete roadbed. It was necessary to shore the trench because of unstable soils.

Segment 3 Schedule for Next Week:

Segment A crews will continue to complete skips along San Fernando Road. Segment 3B crew will shift to 3B-Nights beginning June 27.

G. SEGMENT 4A CONSTRUCTION PROGRESS

This segment involves nighttime construction (8:00 p.m. to 6:00 a.m.) in railroad and roadway right-of-ways through mostly industrial areas from downtown Los Angeles to Compton. Segment 4A EM, Christopher Meyer, has been on-site during construction. PPSI has six craft inspectors, one environmental inspector, one Native American monitor, and one contamination inspector inspecting the work of approximately 75 contractor employees during construction. Construction progress from June 22 through 26, 1998 included:

Segment 4A Comments:

No non-compliance events occurred. Contractor has crews working both the north and south ends of the segment. Hand-excavation has halted near Commercial Street (EMP 99.38) because of the dense concentration of underground utilities. Project continues to work in highly unstable soils that require extensive use of shoring and shoring jacks to stabilize the trench walls. A Project Memo was issued to address traffic control concerns. Progress was slow this week due to lack of steel plates.

Segment 4A Schedule for Next Week

Construction activities will continue south along Alameda Avenue. Emphasis will be on clean-up and traffic control.

H. SEGMENT 4B CONSTRUCTION PROGRESS

This segment involves construction in railroad and roadway right-of-ways through mostly industrial areas from Watts Junction to El Segundo Refinery area. Segment 4B EM, Neda Fioozat, has been on-site during construction. PPSI has five craft inspectors, one environmental inspector, one part-time Native American monitor, and one contamination inspector inspecting the work of approximately 70 contractor employees. Construction progress from June 22 through 27, 1998 included the following:

Segment 4B Comments:

No non-compliance events occurred. Backfilling completed to the east side of Aviation Blvd (ESMP 9.23). Specialty crew continued excavation of crossing at E. Alameda Street and Martin Luther King Jr Blvd (EMP 107.5) and continued north of Fernwood Ave (EMP 108.3). Crews continued to finish small skipped areas and bring sites up to grade in preparation of paving operations.

Segment 4B Schedule for Next Week:

Continue working on skipped areas, work at boring site at E. Alameda and Martin Luther King Jr Blvd, and continue along north on E. Alameda.

I. SEGMENT 5 CONSTRUCTION PROGRESS

This segment involves construction in railroad and roadway right-of-ways through mostly industrial areas from Compton to the Long Beach Harbor. Segment 5C EM, Neda Fioozat, has been on-site during construction. PPSI has one craft inspector and one part-time environmental inspector inspecting the work of approximately 10 contractor employees. Construction is complete on Segments 5A and 5B.

Segment 5C Comments:

No non-compliance events occurred. Limited construction activities involving tie-in and fiber optic conduit installation continue sporadically at Sepulveda Blvd (EMP 116.80).

Segment 5C Schedule for Next Week:

No construction activities expected.

J. VARIANCES

No variances were approved by CPUC or ANF June 22 through 26, 1998.

K. EXTRA WORK SPACE

No extra work space/equipment storage areas were approved by CPUC or ANF June 22 through 26, 1998.

L. GENERAL PLANS FOR NEXT WEEK

Construction on Segments 1, 2A, 2B, 2C, 3A, 3B (day and night shifts), 4A, and 4B and Emidio Station to continue. Work on Grapevine Station to begin. Activities on Segment 5C are on-call. No work is scheduled for Saturday, July 4 in recognition of Fourth of July Holiday.
