A. INTRODUCTION

Construction continued on Segment 1 (Milepost [MP] 0 to 33), Segment 2A (MP 33 to 50), Segment 2B (MP 56 to 73), Segment 2C (MP 50 to 56), Segments 3A and 3B (MP 73 to 99), Segment 4A (MP 99 to 108), Segment 4B (El Segundo MP 0 to 11) and Segment 5 (MP 108 to 118).

 

B. SEGMENT 1 CONSTRUCTION PROGRESS

This segment extends southward from the southern end of the San Joaquin Valley (Emidio), through the Tejon Pass, to the northern perimeter of the Angeles National Forest. Construction will occur through agricultural fields, along roads and across very steep slopes. Segment 1 Environmental Monitor (EM), Lynn Stafford and Tejon Bench EM, Sandy Etchell, have been on-site during construction. PPSI has eight craft inspectors, one environmental inspector, one Native American monitor, and one contaminated soils monitor inspecting the work of approximately 65 contractor employees. Construction progress from August 31 through September 5, 1998 included:

Segment 1 Comments

No non-compliances occurred. Three separate crews are working on Segment 1. The 26-inch ream for the horizontal directional drill at Cuddy Creek (EMP 25.52 to 25.15) encountered problems with the 32-inch drill. A void under Peace Valley Road collapsed the night of September 4, and crews worked over the Labor Day weekend to enact repairs. A section of pipe had to be cut out because of poor welds in the Tejon wetland (EMP 20.38 to 20.36). The bore at Wheeler Ridge Road (EMP 10.61) continues. Work was suspended September 4 because of heavy rains.

Concrete work at Emidio Pump Station (EMP 0.0) continues, including the pouring of the office floor. Several structures were moved into place for the power and pump structures. Grading activity is almost completed at the Grapevine Pump Station (EMP 15.51 to 15.57) a materials are being brought in for the foundation forms.

On the Tejon Bench (EMP 15.57 to 20.10), construction is proceeding. Work was shutdown September 4 because of heavy rains.

One project memo was issued to remind PPSI that adequate dust control measures shall be used to keep fugitive dust on the ROW and that water shall be applied to all disturbed construction areas a minimum of two times per day.

Segment 1 Schedule for Next Week:

Continue general construction activities with two crews plus the Tejon Bench crew.

 

C. SEGMENT 2A CONSTRUCTION PROGRESS

This segment within the Angeles National Forest (ANF) involved very steep slopes and required significant time and additional equipment for trenching, stringing, and other pipe-laying activities. Although general construction was completed in this segment last year, a number of supplemental activities began in June to repair damage to ANF roads and the pipeline ROW caused by winter rains. Segment 2A EM, Sandy Etchell, has been on-site during construction. PPSI has two craft inspectors and one environmental inspector inspecting the work of approximately 65 contractor employees.

Construction progress August 31 through September 4, 1998, included sackcrete installation, seeding and curlex installation in skipped areas between EMP 43.14 and 49.42, and completion of fiber optic cable installation. No work occurred on September 4 because of heavy rains. No non-compliance events occurred and no project memos were issued. Erosion control repair and seeding will continue next week.

D. SEGMENT 2B CONSTRUCTION PROGRESS

This segment is primarily in open lands and roadway right-of-ways from Castaic to Sylmar. Segment 2B EM, Chris Huntley, has been on-site during construction. PPSI has seven craft inspectors, one environmental inspector, and one Native American monitor inspecting the work of approximately 85 contractor employees. Construction progress August 31 through September 4, 1998 included:

Segment 2B Comments:

No non-compliance events occurred. Crews replaced the steel plates along The Old Road with non-skid plates. The contractor worked to finish the skipped pipe tie-in at McBean Parkway. General clean-up of the ROW from Magic Mountain Parkway to Calgrove Blvd took place all week. Crews began stringing the fiber optic cable across Castaic Creek and to the tie-in at Live Oak Road.

No project memos were issued this week.

Segment 2B Schedule for Next Week:

Crews are expected complete the fiber optic work at Castaic Creek and Live Oak Road next week.

E. SEGMENT 2C CONSTRUCTION PROGRESS

This segment is primarily in open lands and roadway right-of-ways from Templin Highway to Castaic. Segment 2C EM, Chris Huntley, has been on-site during construction. PPSI has three craft inspectors, one environmental inspector, and one Native American monitor inspecting the work of approximately 50 contractor employees. Construction progress August 31 through September 4, 1998 included:

Segment 2C Comments:

No non-compliance events occurred. The contractor now has three construction zones within Segment 2C in an attempt to complete construction on ANF lands before the October 3 deadline. Bore at EMP 56.74 was completed. Restoration crews have begun working north to south. Heavy rains September 4 resulted in crews only working a half-day.

Work began on preparing the all-weather road that will access Whitaker Station. Crews began drilling for piers that will be structural support for the station.

No project memos were issued this week.

Segment 2C Schedule for Next Week:

Continue early start time because of fire danger. Continue drilling for foundation work at Whitaker Station and begin preparing forms for foundation.

F. SEGMENT 3A CONSTRUCTION PROGRESS

This segment is within MTA rail right-of-way from Sylmar to Taylor Yard in Los Angles. Segment 3A EM, Brooke Langle, has been on-site during construction. On Segment 3A, PPSI has eight craft inspectors, one part-time environmental inspector, two Native American monitors, and one contaminated soils inspector inspecting the work of approximately 40 contractor employees.

Segment 3A Comments:

Preparatory work began at the Colorado Street overpass (EMP 92.08). Crews completed paving at West Chevy Chase Drive (EMP 92.68). Crews worked both the north and south sides of Allen Street to tie-in the pipe that had been inserted through an abandoned SoCal line. Trenching crew crossed Sonora Avenue (EMP 89.97). A crew pot-holed Tuxford Street (EMP 83.21) in anticipation of open-cutting the crossing, but after a review of the actual depth of the underground utilities in this crossing, the contractor decided to bore the road at a later date.

No non-compliance events occurred. No project memos were issued this week.

 

G. SEGMENT 3B CONSTRUCTION PROGRESS

This segment is within MTA rail right-of-way in restricted areas of Taylor, Midway and Cornfield yards. Segment 3 EM, Brooke Langle, has been on-site during construction. On Segment 3B, PPSI has two craft inspectors inspecting the work of approximately 15 contractor employees.

Construction progress from August 31 through September 5, 1998 included pouring concrete at the MTA maintenance facility on September 5 and continuing the bore at EMP 97.10. Progress at the bore continues to be slow because of large boulders. After a brief shutdown of construction activities on MTA properties, the contractor resumed work on August 31. No non-compliance events occurred and no project memos were issued this week. Plans for next week include continuing the bore at Midway Yard and pouring additional concrete at the MTA maintenance facility.

 

H. SEGMENT 4A-NIGHT CONSTRUCTION PROGRESS

This segment involves nighttime construction (7:30 p.m. to 6:00 a.m.) in railroad and roadway right-of-ways through mostly industrial areas from downtown Los Angeles to Compton. Segment 4A-Night EM, Christopher Meyer, has been on-site during construction. PPSI has eight craft inspectors, one part-time environmental inspector, one Native American monitor, and one contamination inspector inspecting the work of approximately 85 contractor employees. Construction progress from August 31 through September 4, 1998 included:

Segment 4A-Night Comments:

No non-compliance events occurred. Contractor has crews at both north and south ends of the segment. The removal of hand-hewn granite blocks continues to be monitored by archaeological specialists and the Native American monitor. Work continues at the Hwy 101 overcrossing bridge. Concrete capping was completed between Slauson and Randolph streets and asphalt capping was completed between Nadeau and Firestone blvds. Crews are nearing 92nd Street (106.36).

No project memos were issued this week.

Segment 4A-Night Schedule for Next Week:

Contractor is expected to complete work on the southern end of segment. PPSI to continue hand excavation of hand-hewn granite blocks in the Bruno Street environs. Segment 4A-nights will soon tie-in with the work performed by Segment 4A-days (just south of 92nd Street).

 

I. SEGMENT 4B CONSTRUCTION PROGRESS

This segment involves construction in railroad and roadway right-of-ways through mostly industrial areas from Watts Junction to El Segundo Refinery area. Segment 4B EM, Neda Fioozat, has been on-site during construction. PPSI has five craft inspectors, one environmental inspector, one part-time Native American monitor, and one contamination inspector inspecting the work of approximately 70 contractor employees. Construction progress from August 31 through September 4, 1998 included:

No non-compliance events occurred. By the end of the week, trenching activities were on the west side on Compton Avenue (ESMP 1.51), pipe was laid to Slater Avenue (ESMP 1.68), and backfill/fiber optic cable was at Central Avenue (ESMP 1.76).

No project memos were issued this week.

Segment 4B Schedule for Next Week:

Excavation of Dominguez Channel bore pit to continue with boring planned to begin late next week. Crews may start work at Fernwood.

 

J. SEGMENT 5 CONSTRUCTION PROGRESS

This segment involves construction in railroad and roadway right-of-ways through mostly industrial areas from Compton to the Long Beach Harbor. Construction is complete on Segments 5A and 5B. Segment 5C EM, Pete Messick, has been on-site during construction. PPSI has one craft inspector, one part-time environmental inspector, and one part-time contamination inspector inspecting the work of approximately 30 contractor employees. Construction progress from August 31 through September 4, 1998 included:

Segment 5C Comments:

No non-compliance events occurred. Work has been completed on Segment 5C, except for directional drill of Auto Drive South which may begin in mid-September (start date is dependent upon completion of Cuddy Creek directional drill on Segment 1).

K. VARIANCES

No variances were approved by CPUC or ANF August 31 through September 4, 1998.

L. EXTRA WORK SPACE

No extra work space/equipment storage areas were approved by CPUC or ANF August 31 through September 4, 1998.

M. GENERAL PLANS FOR NEXT WEEK

Construction on Segments 1, 2A, 2B, 2C, 3A, 3B, 4A (night shift), and 4B and Emidio, Grapevine and Whitaker stations to continue.
