A. INTRODUCTION

Construction continued on Segment 1 (Milepost [MP] 0 to 33), Segment 2A (MP 33 to 50), Segment 2B (MP 56 to 73), Segment 2C (MP 50 to 56), Segments 3A, 3B, and 3C (MP 73 to 99), Segment 4A (MP 99 to 108), and Segment 4B (El Segundo MP 0 to 11). The only remaining work on Segment 5 (MP 108 to 118) is a directional drill that is expected to begin near the middle of October.

B. SEGMENT 1 CONSTRUCTION PROGRESS

This segment extends southward from the southern end of the San Joaquin Valley (Emidio), through the Tejon Pass, to the northern perimeter of the Angeles National Forest. Construction will occur through agricultural fields, along roads and across very steep slopes. Segment 1 Environmental Monitor (EM), Sandy Etchell, has been on-site during construction. PPSI has ten craft inspectors, one environmental inspector, one Native American monitor, and one contaminated soils monitor inspecting the work of approximately 65 contractor employees. Segment 1 Comments

No non-compliance events occurred. Three separate crews are working on Segment 1. Voids caused by the horizontal directional drill at Cuddy Creek (EMP 25.52 to 25.15) have impacted Peace Valley Road. Repairs to Peace Valley Road were overseen by the Los Angeles County inspector. A new pilot hole was drilled for the Cuddy Creek crossing. The directional drill crew is working seven-days-per-week.

No work is occurring at the north end of the Tejon wetland (EMP 20.28), the Edison Tower bore. The bore Wheeler Ridge Road bore (EMP 10.61) wasn’t active this week. Crews began to install a block valve at EMP 12.02. A flume was installed at Stream Crossing #1 (EMP 1.05).

At Emidio Pump Station (EMP 0.0), electrical work continued. Additional concrete was poured and the roof was installed on the office building. At Grapevine Pump Station (EMP 15.51 to 15.57) construction of a retaining wall was begun.

A project was issued this week to remind PPSI that affected parties need to be notified of potential obstructions and alternative access provisions.

Segment 1 Schedule for Next Week:

Continue general construction activities for the mainline crews and the station crews. Crew at Cuddy Creek will closely monitor drilling to ensure no impacts to roadways, Cuddy Creek, or Cuddy Creek Tributary.

C. SEGMENT 2A CONSTRUCTION PROGRESS

This segment within the Angeles National Forest (ANF) involved very steep slopes and required significant time and additional equipment for trenching, stringing, and other pipe-laying activities. Although general construction was completed in this segment last year, a number of supplemental activities began in June to repair damage to ANF roads and the pipeline ROW caused by winter rains. Segment 2A EM, Lynn Stafford, has been on-site during construction. PPSI has one craft inspectors and one environmental inspector inspecting the work of approximately 25 contractor employees.

Construction progress September 21 through 25, 1998, included electrical work at valve sites, and running of the caliper pig through the northern section of Segment 2A. Anomalies were recorded and located. Pipe was excavated at EMP 38.90 to locate the anomalies. Construction of the hydrostatic-test-water pipeline along School Bus Road was completed. No non-compliance events occurred and no project memos were issued. Electrical work, repair of anomalies, and hydrotesting are planned for next week.

D. SEGMENT 2B CONSTRUCTION PROGRESS

This segment is primarily in open lands and roadway right-of-ways from Castaic to Sylmar. Segment 2B EM, Brooke Langle, has been on-site during construction. PPSI has one craft inspectors and one part-time environmental inspector inspecting the work of approximately 10 contractor employees. Construction progress September 21 through 25, 1998 included:

Segment 2B Comments:

No non-compliance events occurred. Crews worked to tie-in pipe at the Feedmill Road (EMP 63.98) bore.

Project memos were issued this week to remind PPSI that the clearance request for extra work space at Balboa Blvd was not approved as of 22 September 1998 and that silt from the project ROW shall not be washed into unprotected storm drains.

Segment 2B Schedule for Next Week:

Construction on Segment 2B is expected to be suspended until Segment 2C is completed.

E. SEGMENT 2C CONSTRUCTION PROGRESS

This segment is primarily in open lands and roadway right-of-ways from Templin Highway to Castaic. Segment 2C EM, Lynn Stafford, has been on-site during construction. PPSI has three craft inspectors, one environmental inspector, and one Native American monitor inspecting the work of approximately 50 contractor employees. Construction progress September 21 through 27, 1998 included:

Segment 2C Comments:

No non-compliance events occurred. All of the trench on ANF lands, except for 200 feet south of Templin Highway which has been left open for testing, has been backfilled. Pipe is being placed in the bore of I-5 (EMP 53.51). Restoration crews continue to work north to south.

Work on the vault building and the electrical housings for Whitaker Station (EMP 51.42 to 51.26) continued. Backfill, compaction, and contouring occurred around the vault it. Work was completed on the culverts for the all-weather access road.

A project memo was issued this week to remind PPSI that the clearance request for extra work space along the 34000 block of Old Ridge Route Road has not been approved as of 21 September 1998.

Segment 2C Schedule for Next Week:

Mainline crews to continue backfill and conduit installation on ANF lands. Continue general construction work at Whitaker Station.

F. SEGMENT 3A CONSTRUCTION PROGRESS

This segment is within MTA rail right-of-way from San Fernando to Taylor Yard in Los Angeles. Segment 3 EM, Brooke Langle, has been on-site during construction. On Segment 3A, PPSI has eight craft inspectors, one part-time environmental inspector, one Native American monitors, and one contaminated soils inspector inspecting the work of approximately 40 contractor employees. Construction progress from September 21 through 25, 1998 included:

Segment 3A Comments:

No non-compliance events occurred. A block valve was placed near Linden Street. Crews worked on digging out the area for the tie-in at the Los Feliz bridge crossing (EMP 93.15). Crews worked three nights this week to install brackets and hangers for the pipe installation at the Los Feliz bridge crossing, where pipe was successfully installed. The bore at Van Nuys Blvd (EMP 79.65) was stalled because of equipment problems.

No project memos were issued this week.

Segment 3A Schedule for Next Week:

Complete the Costco/Los Feliz Blvd crossing, continue with the Van Nuys Blvd bore, and begin the College Street crossing.

 

G. SEGMENT 3B CONSTRUCTION PROGRESS

This segment is within MTA rail right-of-way in restricted areas of Taylor, Midway and Cornfield yards. Segment 3 EM, Brooke Langle, has been on-site during construction. On Segment 3B, PPSI has one craft inspector inspecting the work of approximately six contractor employees.

Construction progress from September 21 through 26, 1998 included final asphalt work in the MTA maintenance facility. Pipe was installed in the bore casing at EMP 97.10. No non-compliance events occurred. No project memos were issued this week. Plans for next week include continuing the concrete and asphalt work at the MTA maintenance facility.

H. SEGMENT 3C CONSTRUCTION PROGRESS

This segment is within MTA rail right-of-way from Sylmar to San Fernando in Los Angles. Segment 3 EM, Brooke Langle, has been on-site during construction. On Segment 3C, PPSI has two craft inspectors, one part-time environmental inspector, one Native American monitor, and one contaminated soils inspector inspecting the work of approximately 10 contractor employees. Construction progress from September 21 through 25, 1998 included:

Segment 3C Comments:

No non-compliance events occurred. Pipe north of Hubbard Street (EMP 76.96) was excavated and removed because pipe with the incorrect wall thickness had been installed.

Segment 3C Schedule for Next Week:

Crews will focus on removing the incorrect pipe and replacing it with the pipe with the correct specifications.

I. SEGMENT 4A-NIGHT CONSTRUCTION PROGRESS

This segment involves nighttime construction (7:30 p.m. to 6:00 a.m.) in railroad and roadway right-of-ways through mostly industrial areas from downtown Los Angeles to Compton. Segment 4A-Night EM, Christopher Meyer, has been on-site during construction. PPSI has three craft inspectors, one part-time environmental inspector, one Native American monitor, and one contamination inspector inspecting the work of approximately 35 contractor employees. Construction progress from September 21 through 25, 1998 included:

Segment 4A-Night Comments:

No non-compliance events occurred. Contractor has crews at both north and south ends of the segment. General mainline construction has been completed on the southern sections of Segment 4A. An archaeological specialist and the Native American monitor continue to monitor construction on the northern segment. The special crossing at College Street continued, having the increase trench depth to up to 25 feet. Work had been completed south of Commercial Street. Work continued at the 92nd Street bore (EMP 106.45).

No project memos were issued this week.

Segment 4A-Night Schedule for Next Week:

Crossing at College Avenue is expected to continue for the next week. Final construction activities are expected to be completed on the southern portion of this segment next week.

J. SEGMENT 4B CONSTRUCTION PROGRESS

This segment involves construction in railroad and roadway right-of-ways through mostly industrial areas from Watts Junction to El Segundo Refinery area. Segment 4B EM, Chris Huntley, has been on-site during construction. PPSI has five craft inspectors, one environmental inspector, one part-time Native American monitor, and one contamination inspector inspecting the work of approximately 50 contractor employees. Construction progress from September 21 through 26, 1998 included:

Segment 4B Comments:

No non-compliance events occurred. Fiber optic conduit was installed up to Main Street (EMP 3.05). Work began on installation of vault at Central Avenue.

Crews at Lynwood Station started compaction activities and began to hand dig footings. Clean-up of the site for the El Segundo station (ESMP 10.78) continued.

Project memos were issued this week to remind PPSI that measures must be taken to protect underground utilities; that contaminated materials must be stored in a clearly marked, protected area; and that care shall be taken when working in the railroad right-of-way. A memo was also issued requesting additional information regarding fiber optic conduit installation.

Segment 4B Schedule for Next Week:

Continue working at bore sites. Station work will still be in preliminary stages.

K. SEGMENT 5 CONSTRUCTION PROGRESS

This segment involves construction in railroad and roadway right-of-ways through mostly industrial areas from Compton to the Long Beach Harbor. Construction is complete on Segments 5A and 5B. Work has been completed on Segment 5C, except for the directional drill of Auto Drive South which is expected to begin after the completion of the Cuddy Creek directional drill on Segment 1.
