A. INTRODUCTION

Construction continued on Segment 1 (Milepost [MP] 0 to 33), Segment 2B (MP 56 to 73), Segment 2C (MP 50 to 56), Segments 3A, 3B, and 3C (MP 73 to 99), Segment 4A (MP 99 to 108), and Segment 4B (El Segundo MP 0 to 11). Preparation for the directional drill on Segment 5 (MP 108 to 118) continued. Construction is complete on Segment 2A (MP 33 to 50).

B. SEGMENT 1 CONSTRUCTION PROGRESS

This segment extends southward from the southern end of the San Joaquin Valley (Emidio), through the Tejon Pass, to the northern perimeter of the Angeles National Forest. Construction will occur through agricultural fields, along roads and across very steep slopes. Segment 1 Environmental Monitor (EM), Sandy Etchell, has been on-site during construction. PPSI has ten craft inspectors, one environmental inspector, one Native American monitor, and one contaminated soils monitor inspecting the work of approximately 65 contractor employees. Segment 1 Comments

No non-compliance events occurred. The bore at Wheeler Ridge Road (EMP 10.61) was completed. Construction activities occurred at five bore sites: Tecuya Creek/I-5 (EMP 9.84), Access Road B (EMP 6.00), Stream Crossing #4 (EMP 9.03), the California Aqueduct (EMP 12.22), and Grapevine/I-5 (EMP 14.62).

At Emidio Pump Station (EMP 0.0),the heating/cooling system was installed in the office building while electrical and pipe fitting work in the station continue. At Grapevine Pump Station (EMP 15.51 to 15.57) forms were built for the foundation and cement pouring began for the substation. The pumps are being fitted onto their stands.

One project memo was issued this week to remind PPSI that Grapevine Creek shall be protected from siltation and erosion.

Segment 1 Schedule for Next Week:

Continue general construction activities toward Emidio Station , continue bores, and work on the Tejon Bench area. Station crews will continue with electrical work and valve work.

 

C. SEGMENT 2A CONSTRUCTION PROGRESS

This segment within the Angeles National Forest (ANF) involved very steep slopes and required significant time and additional equipment for trenching, stringing, and other pipe-laying activities. General construction has been completed on this segment, including supplemental activities such as road repair, revegetation, completion of valve installation, installation of fiber optic cable, and hydrotesting.

 

D. SEGMENT 2B CONSTRUCTION PROGRESS

This segment is primarily in open lands and roadway right-of-ways from Castaic to Sylmar. Segment 2B EMs, Brooke Langle and Kris Thorne, have been on-site during construction. PPSI has two craft inspectors and one part-time environmental inspector inspecting the work of approximately 20 contractor employees. Construction progress October 19 through 23, 1998 included:

Segment 2B Comments:

No non-compliance events occurred. Construction activities continue to be slow. Trenching is no longer encountering contaminated soil or water and roll-away bins have been removed from Weldon Canyon Road (per request from Los Angeles County Inspector).

One project memo was issued this week to remind PPSI that asphalt and oil spills shall be cleaned up by close of business each work day.

Segment 2B Schedule for Next Week:

Construction activities will continue northward up The Old Road from Sunshine Canyon Road. Fabrication of pipe will continue at the Calgrove extra work space.

 

E. SEGMENT 2C CONSTRUCTION PROGRESS

This segment is primarily in open lands and roadway right-of-ways from Templin Highway to Castaic. Segment 2C EM, Lynn Stafford, has been on-site during construction. PPSI has three craft inspectors, one environmental inspector, one Native American monitor, and one part-time contaminated soils inspector inspecting the work of approximately 50 contractor employees. Construction progress October 19 through 23, 1998 included:

Segment 2C Comments:

No non-compliance events occurred. Trenching is complete. Revegetation efforts are keeping up with the backfill operations. Crews are working at the Edison relocation section (EMP 55.46 to 56.06). The Lake Hughes block valve (EMP 56.62) was tied-in. Hydrotest of the section from Whitaker to the ANF border was completed.

At Whitaker Station (EMP 51.42 to 51.26) testing of electrical system continues.

No project memos were issued this week.

Segment 2C Schedule for Next Week:

Construction to continue working south to the Edison. Construction of the support wall along the ANF access road has been postponed until early November.

 

F. SEGMENT 3A CONSTRUCTION PROGRESS

This segment is within MTA rail right-of-way from San Fernando to Taylor Yard in Los Angeles. Segment 3 EMs, Brooke Langle and Chris Huntley (nights), have been on-site during construction. On Segment 3A, PPSI has two craft inspectors, one part-time environmental inspector, and one Native American monitor inspecting the work of approximately 20 contractor employees.

Construction progress from October 19 through 23, 1998 included continuing work at Van Nuys Blvd (EMP 79.65). Crew at Verdugo Wash excavated and bored the upper concrete channel in preparation for installing the bridge crossing. Welding and x-ray of pipe were completed and slurry was poured at Colorado Street (EMP 92.00). Clean-up of the concrete enclosure at the Fletcher Street overpass was completed. Night crews began installing pipe hangers at the San Fernando Road bridge crossing EMP 86.81). No non-compliance events occurred. No project memos were issued this week. Plans for next week include finishing at the Van Nuys Blvd and the Colorado Street crossings and continuing with night work at bridge crossings.

 

G. SEGMENT 3B CONSTRUCTION PROGRESS

This segment is within MTA rail right-of-way in restricted areas of Taylor, Midway and Cornfield yards. Segment 3 EM, Brooke Langle, has been on-site during construction. On Segment 3B, PPSI has one craft inspector inspecting the work of approximately six contractor employees.

Construction progress from October 19 through 23, 1998 included completing welding and x-raying of the pipe on the north side of Downey Bridge (EMP 92.71) over the Los Angeles River. No non-compliance events occurred. No project memos were issued this week. Plans for next week include installing the razor wire on the pipe at the Downey Bridge.

 

H. SEGMENT 3C CONSTRUCTION PROGRESS

This segment is within MTA rail right-of-way from Sylmar to San Fernando in Los Angles. Segment 3 EM, Brooke Langle, has been on-site during construction. On Segment 3C, PPSI has two craft inspectors, one part-time environmental inspector, one Native American monitor, and one contaminated soils inspector inspecting the work of approximately 10 contractor employees. Construction progress from October 19 through 24, 1998 included:

Segment 3C Comments:

No non-compliance events occurred. The pipe just north of Hubbard Avenue was tied-in (EMP 77.33). The bore at Roxford Street (EMP 75.42) was competed and coating and backfill began. Excavation began at Grapevine Creek (EMP 74.59)and for the bore of the railroad spur north of Grapevine Creek (EMP 74.05). The open-cut of Bledsoe Street (EMP 75.96) was completed. Trench was dug over the California Aqueduct (EMP 74.00) and installation of the framework for the concrete enclosure began.

No project memos were issued this week.

Segment 3C Schedule for Next Week:

Continue construction at Grapevine Creek and the Aqueduct Crossing.

 

I. SEGMENT 4A-NIGHT CONSTRUCTION PROGRESS

This segment involves nighttime construction (7:30 p.m. to 6:00 a.m.) in railroad and roadway right-of-ways through mostly industrial areas from downtown Los Angeles to Compton. Segment 4A-Night EM, Christopher Meyer, has been on-site during construction. PPSI has one craft inspector, one part-time environmental inspector, and one Native American monitor inspecting the work of approximately 15 contractor employees.

Construction progress from October 19 through 23, 1998 included: Completed backfill at the College Street (EMP 98.75) bore pits. Minor clean-up activities (including asphalt capping) were completed. No non-compliance events occurred. No project memos were issued this week. Mainline construction activities have been completed on Segment 4A-Night. Hydrotesting of Segment 4A is planned to occur at the end of October (Lynwood to Cornfield Yard).

J. SEGMENT 4B CONSTRUCTION PROGRESS

This segment involves construction in railroad and roadway right-of-ways through mostly industrial areas from Watts Junction to El Segundo Refinery area. Segment 4B EM, Neda Fioozat, has been on-site during construction. PPSI has five craft inspectors, one environmental inspector, one part-time Native American monitor, and one contamination inspector inspecting the work of approximately 45 contractor employees. Construction progress from October 19 through 24, 1998 included:

Segment 4B Comments:

No non-compliance events occurred. Tie-in was completed at Crenshaw (ESMP 6.26).

Crew at Lynwood Station (ESMP 0.0) continued general construction activities, including tie-in with mainline construction. At the El Segundo station (ESMP 10.78), crew continued with boring.

No project memos were issued this week.

Segment 4B Schedule for Next Week:

Mainline crews will continue to backfill bore pits and work at skipped sites. General construction activities will continue at the Lynwood Station and bore will continue at El Segundo Station.

 

K. SEGMENT 5 CONSTRUCTION PROGRESS

This segment involves construction in railroad and roadway right-of-ways through mostly industrial areas from Compton to the Long Beach Harbor. Segment 5 EM, Neda Fioozat, has been on-site during construction activities. Construction is complete on Segments 5A and 5B. Work has been completed on Segment 5C, except for the directional drill of Highway 91 and at the Wilmington Station.

Construction progress from October 19 through 24, 1998, included continuing the directional drilling set up for Highway 91/Compton Creek. Crews at Wilmington Station continued to excavate the bore pit and received delivery of the casing pipe. No non-compliance events occurred. No project memos were issued this week. Plans for next week include beginning directional drill of Highway 91 and for the Wilmington Station crew to prepare the casing pipe for the bore into the Tosco refinery.

 

L. VARIANCES

No variances were approved by CPUC or ANF October 19 through 23, 1998.

 

M. EXTRA WORK SPACE

No extra work space/equipment storage areas were approved by CPUC or ANF October 19 through 23, 1998.

N. GENERAL PLANS FOR NEXT WEEK

Construction on Segments 1, 2B, 2C, 3A, 3B, 3C, and 4B and Emidio, Grapevine, Whitaker, Lynwood, El Segundo and Wilmington stations to continue. The directional drill for Highway 91 on Segment 5 is expected to begin. Mainline construction activities have been completed on Segments 2A and 4A.
