A. INTRODUCTION

Construction continued on Segment 1 (Milepost [MP] 0 to 33), Segment 2B (MP 56 to 73), Segment 3A (EMP 73 to 82), Segment 3C (MP 82 to 90), and Segment 4B (El Segundo MP 0 to 11). The directional drill on Segment 5 (MP 108 to 118) continued. Construction is complete on Segments 2A (MP 33 to 50), 2C (MP 50 to 56), 3B (MP 90 to 99) and 4A (MP 99 to 108). Construction is also complete at Whitaker Station.

B. SEGMENT 1 CONSTRUCTION PROGRESS

This segment extends southward from the southern end of the San Joaquin Valley (Emidio), through the Tejon Pass, to the northern perimeter of the Angeles National Forest. Construction will occur through agricultural fields, along roads and across very steep slopes. Segment 1 Environmental Monitor (EM), Sandy Etchell, has been on-site during construction. PPSI has ten craft inspectors, one environmental inspector, one Native American monitor, and one contaminated soils monitor inspecting the work of approximately 65 contractor employees. Construction progress from November 23 through 29, 1998 included:

Segment 1 Comments

Boring activities continued at six sites: Highway 166 bore (EMP 1.18), Stream Crossing #4 (EMP 9.03), Tecuya/I-5 bore (EMP 9.84), California Aqueduct (EMP 12.22), Stream Crossing #9 (EMP 15.35), and Cuddy Creek Tributary (EMP 25.45).

At Emidio Pump Station (EMP 0.0) interior finishing and electrical work continued. At Grapevine Pump Station (EMP 15.51) cement pouring for support walls occurred and electrical and pipe fitting operations continued.

One non-compliance event occurred. One project memo was issued this week to remind PPSI that refueling cannot occur within 0.25 miles of a waterbody unless a variance has been approved.

C. SEGMENT 2A CONSTRUCTION PROGRESS

This segment within the Angeles National Forest (ANF) involved very steep slopes and required significant time and additional equipment for trenching, stringing, and other pipe-laying activities. General construction has been completed on this segment, including supplemental activities such as road repair, revegetation, completion of valve installation, installation of fiber optic cable, and hydrotesting.

D. SEGMENT 2B CONSTRUCTION PROGRESS

This segment is primarily in open lands and roadway right-of-ways from Castaic to Sylmar. Segment 2B EM, Chris Huntley, has been on-site during construction. PPSI has two craft inspectors and one part-time environmental inspector inspecting the work of approximately 25 contractor employees. Construction progress November 23 through 28, 1998 included:

Segment 2B Comments:
Directional drill for fiber optic conduit under Santa Clara River continued. An anomaly in the pipe was found when the pig was run from Marple Canyon Creek to Weldon Canyon.
 
No non-compliance events occurred. One project memo was issued this week to remind PPSI that construction hours in the CalTrans ROW are limited to 9:00 a.m. until 3:00 p.m., Monday through Saturday.
 
Segment 2B Schedule for Next Week:
 
Drill of Santa Clara River expected to be completed next week. Pipe will be excavated to inspect anomaly.

E. SEGMENT 2C CONSTRUCTION PROGRESS

This segment was primarily in open lands and roadway right-of-ways from Templin Highway to Castaic. General construction has been completed on this segment, including revegetation, erosion control, installation of fiber optic cable, and hydrotesting.

F. SEGMENT 3A CONSTRUCTION PROGRESS

This segment is within MTA rail right-of-way from San Fernando to Taylor Yard in Los Angeles. Segment 3 EM, Brooke Langle, has been on-site during construction. On Segment 3A, PPSI has two craft inspectors, one part-time environmental inspector, and one Native American monitor inspecting the work of approximately 20 contractor employees.

Construction progress from November 23 through 28, 1998 included continuing the bore at Tuxford Street (EMP 83.21). Tie-in on both sides of Tujunga Wash (EMP 81.57 to 81.73) were completed. Crews worked at Pacoima Wash finishing the placement of the block valve. Plans for next week include continuing work at Tuxford Street, repairing sink holes along the ROW, and working at crossings.

No non-compliance events occurred. No project memos were issued this week.

G. SEGMENT 3B CONSTRUCTION PROGRESS

This segment was within MTA rail right-of-way in restricted areas of Taylor, Midway and Cornfield yards. General construction has been completed on this segment, including installation of fiber optic cable, bridge work, and repair of concrete paving in maintenance facility.

H. SEGMENT 3C CONSTRUCTION PROGRESS

This segment is within MTA rail right-of-way from Sylmar to San Fernando in Los Angles. Segment 3 EM, Brooke Langle, has been on-site during construction. On Segment 3C, PPSI has two craft inspectors, one part-time environmental inspector, one Native American monitor, and one contaminated soils inspector inspecting the work of approximately 10 contractor employees. Construction progress from November 23 through 28, 1998 included:

Segment 3C Comments:

No construction occurred Thanksgiving holiday (November 26 through 29). Crews prepared for the tie-in at Hubbard    Street. Backfill worked between Sepulveda Blvd and the south side of the California Aqueduct crossing (EMP 73.97).

Concrete pouring for the cover for the Aqueduct High-Speed Channel continued.

Segment 3C Schedule for Next Week:

Continue work at Hubbard Street

I. SEGMENT 4A-NIGHT CONSTRUCTION PROGRESS

This segment involved nighttime construction (7:30 p.m. to 6:00 a.m.) in railroad and roadway right-of-ways through mostly industrial areas from downtown Los Angeles to Compton. General construction has been completed on this segment.

J. SEGMENT 4B CONSTRUCTION PROGRESS

This segment involves construction in railroad and roadway right-of-ways through mostly industrial areas from Watts Junction to El Segundo Refinery area. Segment 4B EM, Neda Fioozat, has been on-site during construction. PPSI has two craft inspectors, one part-time environmental inspector, one part-time Native American monitor, and one contamination inspector inspecting the work of approximately 15 contractor employees.

Construction progress from November 22 through 28, 1998 included work at El Segundo (ESMP 10.78) and Lynwood (ESMP 0.0) stations where electrical work and concrete pouring continued. Crews began clean-up along ROW. Plans for next week include continuing clean-up of ROW, paving and installation of fiber optic cable. No construction occurred Thanksgiving holiday (November 26 through 29).

No non-compliance events occurred. No project memos were issued this week.

K. SEGMENT 5 CONSTRUCTION PROGRESS

This segment involves construction in railroad and roadway right-of-ways through mostly industrial areas from Compton to the Long Beach Harbor. Segment 5 EMs, Neda Fioozat and Kris Thorne, have been on-site during construction activities. Construction is complete on Segments 5A and 5B. Work has been completed on Segment 5C, except for the directional drill of Highway 91 and at the Wilmington Station.

Construction progress from November 22 through 28, 1998, included completing the directional drilling of Highway 91/Compton Creek on November 25. Crews at Wilmington Station continued to install cased bores. Plans for next week include continuing with general construction operations at the Wilmington Station. No construction occurred Thanksgiving holiday (November 26 through 29).

No non-compliance events occurred. No project memos were issued this week.

L. VARIANCES

No variances were approved by CPUC or ANF November 22 through 29, 1998.

M. EXTRA WORK SPACE

No extra work space/equipment storage area was approved by CPUC or ANF November 22 through 29, 1998.

N. GENERAL PLANS FOR NEXT WEEK

Construction on Segments 1, 2B, 3A, and 3C, and Emidio, Grapevine, Lynwood, El Segundo and Wilmington stations to continue. Construction activities have been completed on Segments 2A, 2C, 3B, 4A and 4B, and at Whitaker Station.
