A. INTRODUCTION

Construction continued on Segment 1 (Milepost [MP] 0 to 33), Segment 2B (MP 56 to 73), Segment 3A (EMP 73 to 82), Segment 3C (MP 82 to 90), and Segment 4B (El Segundo MP 0 to 11). The directional drill on Segment 5 (MP 108 to 118) continued. Construction is complete on Segments 2A (MP 33 to 50), 2C (MP 50 to 56), 3B (MP 90 to 99) and 4A (MP 99 to 108). Construction is also complete at Whitaker Station.

B. SEGMENT 1 CONSTRUCTION PROGRESS

This segment extends southward from the southern end of the San Joaquin Valley (Emidio), through the Tejon Pass, to the northern perimeter of the Angeles National Forest. Construction will occur through agricultural fields, along roads and across very steep slopes. Segment 1 Environmental Monitor (EM), Sandy Etchell, has been on-site during construction. PPSI has ten craft inspectors, one environmental inspector, one Native American monitor, and one contaminated soils monitor inspecting the work of approximately 65 contractor employees. Construction progress from November 30 through December 5, 1998 included:

Segment 1 Comments

Boring activities continued at five sites: Highway 166 bore (EMP 1.18), Stream Crossing #4 (EMP 9.03), California             

Aqueduct (EMP 12.22), Stream Crossing #9 (EMP 15.35), and Cuddy Creek Tributary (EMP 25.45). No work occurred at the Tecuya/I-5 bore (EMP 9.84) this week. Progress on Segment 1 was slow due to rain

At Emidio Pump Station (EMP 0.0) office equipment was installed and pump equipment was calibrated. Electrical work continued at Grapevine Pump Station (EMP 15.51).

No non-compliance events occurred. One project memo was issued this week to remind PPSI that asphalt storage needs to comply with the Storm Water Pollution Prevention Plan.

Segment 1 Schedule for Next Week:

Crews will continue to work six days-a-week on the Tejon Bench. Hydrotest from EMP 25.43 to 21.75 is planned for the coming week.

C. SEGMENT 2A CONSTRUCTION PROGRESS

This segment within the Angeles National Forest (ANF) involved very steep slopes and required significant time and additional equipment for trenching, stringing, and other pipe-laying activities. General construction has been completed on this segment, including supplemental activities such as road repair, revegetation, completion of valve installation, installation of fiber optic cable, and hydrotesting.

D. SEGMENT 2B CONSTRUCTION PROGRESS

This segment is primarily in open lands and roadway right-of-ways from Castaic to Sylmar. Segment 2B EM, Chris Huntley, has been on-site during construction. PPSI has two craft inspectors and one part-time environmental inspector inspecting the work of approximately 25 contractor employees. Construction progress November 29 through December 4, 1998 included:

Segment 2B Comments:

Directional drill for fiber optic conduit under Santa Clara River was completed and sleeve successfully pulled through. Recent rains have slowed construction progress, but have helped the revegetation effort (seeds are sprouting). The damaged pipe near Sagecrest Circle was excavated.

No non-compliance events occurred. Two project memos were issued this week. One was to remind PPSI that with the rains, the Storm Water Pollution Prevention Plan must be followed and the other was to acknowledge the increase in efforts to protect the storm drains and to clean the gutter of project debris.   

Segment 2B Schedule for Next Week:

Replacement of the damaged pipe at Sagecrest Circle will occur next week.

E. SEGMENT 2C CONSTRUCTION PROGRESS

This segment was primarily in open lands and roadway right-of-ways from Templin Highway to Castaic. General construction has been completed on this segment, including revegetation, erosion control, installation of fiber optic cable, and hydrotesting.

F. SEGMENT 3A CONSTRUCTION PROGRESS

This segment is within MTA rail right-of-way from San Fernando to Taylor Yard in Los Angeles. Segment 3 EM, Brooke Langle, has been on-site during construction. On Segment 3A, PPSI has two craft inspectors, one part-time environmental inspector, and one Native American monitor inspecting the work of approximately 20 contractor employees.

Construction progress from November 29 through December 4, 1998 included completing the bore at Tuxford Street (EMP 83.21)--the last bore for Segment 3. Backfilling operations continued at Tujunga Wash (EMP 81.57 to 81.73). At Pacoima Wash (EMP 78.60), crews worked on tie-ins. Plans for next week include removing boring equipment at Tuxford Street, completing tie-ins at Pacoima Wash, finishing backfill at Tujunga Wash, and clean-up along ROW

No non-compliance events occurred. Two project memos were issued this week to remind PPSI that proper erosion control and dewatering activities are required during storm events and that leaks, drips, etc. from equipment needs to be properly contained and disposed of.

G. SEGMENT 3B CONSTRUCTION PROGRESS

This segment was within MTA rail right-of-way in restricted areas of Taylor, Midway and Cornfield yards. General construction has been completed on this segment, including installation of fiber optic cable, bridge work, and repair of concrete paving in maintenance facility.

H. SEGMENT 3C CONSTRUCTION PROGRESS

This segment is within MTA rail right-of-way from Sylmar to San Fernando in Los Angeles. Segment 3 EM, Brooke Langle, has been on-site during construction. On Segment 3C, PPSI has two craft inspectors, one part-time environmental inspector, one Native American monitor, and one contaminated soils inspector inspecting the work of approximately 10 contractor employees.

Construction progress from November 30 through December 5, 1998 included pushing pipe through the Hubbard Street bore. Slurry backfill was poured between Balboa Blvd and the California Aqueduct crossing (EMP 73.97). Plans for next week include finishing backfilling operations and tie-in at Hubbard Street.

No non-compliance events occurred. One project memo was issued this week to remind PPSI that proper erosion control and dewatering activities are required during storm events.

I. SEGMENT 4A-NIGHT CONSTRUCTION PROGRESS

This segment involved nighttime construction (7:30 p.m. to 6:00 a.m.) in railroad and roadway right-of-ways through mostly industrial areas from downtown Los Angeles to Compton. General construction has been completed on this segment.

J. SEGMENT 4B CONSTRUCTION PROGRESS

This segment involves construction in railroad and roadway right-of-ways through mostly industrial areas from Watts Junction to El Segundo Refinery area. PPSI has one craft inspector and one part-time contamination inspector inspecting the work of approximately 5 contractor employees.

Construction progress from November 30 through December 4, 1998 included work at El Segundo (ESMP 10.78) and Lynwood (ESMP 0.0) stations where electrical work, concrete pouring and pipe fitting continued. Crews began clean-up along ROW. Plans for next week include continuing clean-up of ROW, paving and installation of fiber optic cable.

No non-compliance events occurred. No project memos were issued this week.

K. SEGMENT 5 CONSTRUCTION PROGRESS

This segment involves construction in railroad and roadway right-of-ways through mostly industrial areas from Compton to the Long Beach Harbor. Construction is complete on Segments 5A and 5B. Work has been completed on Segment 5C, except at the Wilmington Station.

Construction progress from November 30 through December 6, 1998, included crew at Wilmington Station pushed pipe through casing and began tie-in operations. Plans for next week include with general construction at the Wilmington Station.

No non-compliance events occurred. No project memos were issued this week.

N. GENERAL PLANS FOR NEXT WEEK

Construction on Segments 1, 2B, 3A, and 3C, and Emidio, Grapevine, Lynwood, El Segundo and Wilmington stations to continue. Construction activities have been completed on Segments 2A, 2C, 3B, 4A and 4B, and at Whitaker Station.
