A. INTRODUCTION

Construction continued on Segment 5 (Milepost [MP] 108 to 118). Construction is complete on Segments 1 (MP 0 to 33), 2A (MP 33 to 50), 2B (MP 56 to 73), 2C (MP 50 to 56), 3A (MP 73 to 82), 3B (MP 90 to 99), Segment 3C (MP 82 to 90), 4A (MP 99 to 108), and 4B (El Segundo MP 0 to 11). Construction is also complete at Emidio, Grapevine, Whitaker, Lynwood, Wilmington and El Segundo stations.

B. SEGMENT 1 CONSTRUCTION PROGRESS

This segment extends southward from the southern end of the San Joaquin Valley (Emidio), through the Tejon Pass, to the northern perimeter of the Angeles National Forest. Construction will occur through agricultural fields, along roads and across very steep slopes. Segment 1 Environmental Monitors (EM), Brooke Langle and Kris Thorne, have been on-site during construction. PPSI has four craft inspectors, one environmental inspector, and one Native American monitor inspecting the work of approximately 35 contractor employees.

Construction progress from January 18 through 23, 1999 included: Revegetation and restoration began. General cleanup and final backfill operations continued. The final weld for the Pacific Pipeline mainline construction project was successfully completed on January 19 at the tie-in to Emidio Pump Station. Vent pipe was installed at Copco Road to assist during the filling of the line with crude oil. Welders continued to weld surplus pipe into one long length in preparation for being hydrotested. Plans for next week include continuing restoration and revegetation.

No non-compliance events occurred. No project memos were issued this week.

C. SEGMENT 2A CONSTRUCTION PROGRESS

This segment within the Angeles National Forest (ANF) involved very steep slopes and required significant time and additional equipment for trenching, stringing, and other pipe-laying activities. General construction has been completed on this segment, including supplemental activities such as road repair, revegetation, completion of valve installation, installation of fiber optic cable, and hydrotesting.

D. SEGMENT 2B CONSTRUCTION PROGRESS

This segment is primarily in open lands and roadway right-of-ways from Castaic to Sylmar. General construction has been completed on this segment, including installation of fiber optic cable, clean-up operations, and repaving of roadways.

E. SEGMENT 2C CONSTRUCTION PROGRESS

This segment is primarily in open lands and roadway right-of-ways from Templin Highway to Castaic. General construction has been completed on this segment, including revegetation, erosion control, installation of fiber optic cable, and hydrotesting.

F. SEGMENT 3A CONSTRUCTION PROGRESS

This segment is within MTA rail right-of-way from San Fernando to Taylor Yard in Los Angeles. General construction has been completed on this segment, including installation of fiber optic cable and hydrotesting. Crews continue to work on clean-up operations, fiber optic splicing, and erosion control

G. SEGMENT 3B CONSTRUCTION PROGRESS

This segment was within MTA rail right-of-way in restricted areas of Taylor, Midway and Cornfield yards. General construction has been completed on this segment, including installation of fiber optic cable, bridge work, and repair of concrete paving in maintenance facility.

H. SEGMENT 3C CONSTRUCTION PROGRESS

This segment is within MTA rail right-of-way from Sylmar to San Fernando in Los Angeles. General construction has been completed on this segment, including hydrotest.

I. SEGMENT 4A-NIGHT CONSTRUCTION PROGRESS

This segment involved nighttime construction (7:30 p.m. to 6:00 a.m.) in railroad and roadway right-of-ways through mostly industrial areas from downtown Los Angeles to Compton. General construction has been completed on this segment, including hydrotest.

J. SEGMENT 4B CONSTRUCTION PROGRESS

This segment is in railroad and roadway right-of-ways through mostly industrial areas from Watts Junction to El Segundo Refinery area. General construction has been completed on this segment, including hydrotest and clean-up.

K. SEGMENT 5 CONSTRUCTION PROGRESS

This segment involves construction in railroad and roadway right-of-ways through mostly industrial areas from Compton to the Long Beach Harbor. Construction is complete on Segments 5A and 5B. Segment 5C EMs, Chris Huntley and Kris Thorne, have been on-site during construction. Work has been completed on Segment 5C, except at the Edison tie-in, and the new Huntway refinery tie-in.

Construction progress from January 18 through 22, 1999: The valve was tied-in at the Edison site. Hydrotest was completed at the site and water hauled off for disposal at a local plant. Crews began to work on modifying the vault to meet the revised installation requirements. Trenching began for the Huntway tie-in, but was delayed because of lack of shoring materials. K-rail was placed along the edge of the trench line to protect workers from the heavy truck traffic along the ROW. Plans for next week include continuing to modify the vault at Edison and continuing trenching for the Huntway refinery.

No non-compliance events occurred. One project memo was issued this week to remind PPSI that all appropriate traffic control measures must be in place when working on public streets.

L. VARIANCES

No variances were approved by CPUC or ANF from January 18 through 24, 1999.

M. EXTRA WORK SPACE

No extra work spaces/equipment storage areas were approved by CPUC or ANF from January 18 through 24, 1999.

N. GENERAL PLANS FOR NEXT WEEK

Construction on Segments 5 is to continue. Construction activities have been completed on Segments 1, 2A, 2B, 2C, 3A, 3B, 3C, 4A, and 4B; and at Emidio, Grapevine, Whitaker, Lynwood, Wilmington, and El Segundo stations.
