A. INTRODUCTION

Construction continued on Segment 5B (Milepost [MP] 108 to 118) and Segment 2, Angeles National Forest (MP 33 to 57).

B. SEGMENT 2A CONSTRUCTION PROGRESS

This segment within the Angeles Forest Service involves very steep slopes and requires significant time and additional equipment for trenching, stringing, and other pipe laying activities. Segment 2A Environmental Monitor (EM), Stan Harding was on-site. PPSI has 12 craft inspectors, eight environmental inspectors, and six Native American monitors inspecting the work of approximately 103 contractor employees. Construction progress from August 18 through 23, 1997 included the following:

Segment 2A Comments:

No non-compliances were observed. Frequent Level III (as defined in the ANF Fire Plan) fire conditions have required that clear and grade, and welding activities be suspended at 1:00 p.m. All crews are beginning at 5:30 a.m. and some crews are working until 7:00 p.m. Clear and grade activities south of Forest Inn (MP 45.81) were suspended by the ANF until the ANF is able to review and approve the contractor’s construction schedule for completion of construction activities on ANF lands. This suspension of activities was enacted by the ANF because of the concern that graded soils would not be revegetated prior to seasonal rains.

Segment 2A Schedule for Next Week:

No new crews are scheduled to begin. Construction will continue, with the exception of the clear and grade crew, as noted above.

C. SEGMENTS 5A and 5B CONSTRUCTION PROGRESS

This segment involves construction in railroad and road right-of-ways through industrial areas. Segment 5B EM, Pete Messick has been on-site during all construction hours. PPSI has four craft inspectors, two environmental inspectors, and one Native American monitor inspecting the work of approximately 25 contractor employees. Crews worked 9-hour days. Construction progress from August 18 through 22, 1997 included the following:

Segment 5B Comments:

No non-compliances occurred.

Segment 5B Schedule for Next Week:

The road bore will continue at Pacific Coast Highway. Construction is scheduled to begin at Anaheim Street crossing. Segment 5C has received approval for construction in the railroad right-of-way.
