The following constitutes the July 1998 Monthly Report for the Pacific Pipeline Mitigation Monitoring, Compliance, and Reporting Program (MMCRP) contract. It should be noted that since the start of construction daily and weekly reports summarizing monitoring activities have been issued and are available on the project web site for review.

CONSTRUCTION MONITORING

Segment 1 Construction: Segment 1 runs from the southern end of the San Joaquin Valley at Emidio, through the Tejon Pass, to the northern boundary of the ANF in Los Angeles County. Construction of Segment 1 commenced on November 5, 1997. Primary activities during the month of July are presented in Table 1. No non-compliance events occurred on Segment 1 during July.

During July, construction within the Tejon Wetland (EMP 20.73 to 20.60) was conducted. In San Joaquin kit fox habitat (EMP 0.0 to 15.5), wildlife ramps were installed in open trenches and the PPSI biologist checked the trench each morning prior to the start of work to ensure no wildlife had become entrapped in the trench. During the last week of July, a young badger was moved into the spoil piles on the east side of Interstate 5 (EMP 13.30). The PPSI biologist monitored its location to ensure its protection. During July, potholing at the Emidio Pump Station was completed and construction of the foundation commenced. Cement for the foundation was poured in early morning hours to avoid the high daytime temperatures. Grading and potholing began at the Grapevine Pump Station, but work was halted while asbestos-coated pipe that was discovered during potholing was removed and disposed of by a licensed hazardous materials operator. Limited clearing along the Tejon Bench was conducted the first week of July and equipment was assembled for the Cuddy Creek directional drill (EMP 25.15 to 25.52) the last week of July.

1. Construction progress from June 29 through August 2.

Segment 2A/C (ANF) Construction: Construction within the ANF (Segment 2A) began on June 27, 1997 and was completed to Templin Highway on November 9, with the exception of some erosion repair, revegetation, valve, and conduit requirements. This follow-up work commenced in June 1998. Construction of Segment 2C, Templin Highway to southern ANF boundary, commenced on June 22, 1998. Primary activities during the month of July are presented in Table 2. No non-compliance events occurred on Segments 2A or 2C during July.

Segment 2A - During July, work at the valve sites (Copco Road and Reservoir Summit) and installation of fiber optic cable and pull boxes continued. Erosion repair and reseeding activities were also conducted.

Segment 2C - In July, the CPUC and ANF conditionally approved the elimination of the pressure relief tank from the Whitaker Pressure Relief Station. This decision was based on the review of the Whitaker Station Tank Report by Aspen and its technical expert to determine if the elimination of the pressure relief tank was feasible (as concluded by the report).

1. Construction progress from June 29 through August 2.

During July, potholing, grading, and trenching along Segment 2C were conducted. Trenching was slowed by repeated discoveries of unmarked and unexpected underground pipelines. Trenching was halted at EMP 55.07 pending approval from the utility to install pipe under high tension power lines. Excavation of a bore pit and installation of pipe for Marple Canyon Creek was completed. At the request of Los Angeles County Fire Department, fire roads were graded to allow safe ingress/egress along Segment 2C in the canyon between I-5 north and south in the event a fire were to start. Construction activities were halted for a day when high-fire-danger criteria (as determined by the Los Angeles County Fire Marshall) was reached. During the last week of July, several small fires were ignited, but quickly extinguished by fire guards and contractor personnel.

Segment 2B (Non-ANF) Construction: Segment 2B runs from the southern boundary of the ANF to Sylmar, paralleling I-5. Construction of Segment 2B commenced on November 6, 1997. Primary activities during the month of July are presented in Table 3. Table 4 presents the non-compliance events that occurred on Segment 2B during July.

During July, excavation and dewatering of the deep bore pits at Feedmill Road and Calgrove Avenue was conducted. Construction across Newhall Land and Farming property continued, including completion of the tie-in at McBean Parkway. Underground utilities within The Old Road and unmarked storm drains slowed progress during July. Traffic control measures were monitored daily by the Los Angeles County inspector and was modified as necessary to ensure smooth traffic flow through the restricted construction zone.

Segment 3 Construction: Segment 3 runs from Sylmar to Dodger Stadium, primarily within MTA right-of-way. Construction within the City of San Fernando, between Wolfskill and Jessie Streets (approximately 190 feet), began on September 30, 1997, and was completed on October 7, 1997. Construction of the remaining portions of Segment 3 commenced on October 28. 1997. On February 5, 1998, a mini-crew began work on Segment 3 in the vicinity of Los Feliz (referred to as "Los Feliz" crew). This crew worked primarily at the StorItAll facility and the Glendale Boulevard bore which were completed during April 1998. In April 1998, Segment 3 construction was divided into two spreads (Segment 3A which runs from San Fernando to south of Taylor Yard, and Segment 3B which runs from Taylor Yard to Alameda Street). Primary activities during the month of July are presented in Table 5. Table 6 presents the non-compliance events that occurred on Segment 3 during July.

Segment 3A - During July, work was conducted at the following bore sites: Aviation Avenue (EMP 91.21), railroad crossing (EMP 94.56), Sycamore Wash (EMP 94.92), and railroad crossing near Los Angeles River (95.07). Crews continued to work along skipped sections of San Fernando Boulevard, including: Tyburn Street, Casitas Street, and Goodwin Avenue. Construction was also conducted within the MTA right-of-way (EMP 88.68 to 89.02).

Segment 3B - During July, Segment 3B crews worked two shifts: front-end crew (trenching, laying, and welding) worked from 5:30 p.m. to 2:00 a.m. and the back-end crew (tie-in, x-ray, coating, and backfill) worked from 9:30 p.m. to 6:00 a.m. Work was conducted at the deep bore (26 feet) at the north end of Taylor Yard, the bore under the access road to Taylor Yard, and the bore under the rail tracks in Midway Yard.

Segment 4 Construction: Segment 4 is being constructed by two separate crews. Construction of Segment 4A, from downtown Los Angeles to Watts Junction, began on October 20, 1997, and is being conducted from 7:30 p.m. to 6:00 a.m., Monday night through Friday night, to minimize traffic impacts. A Segment 4A-day crew was added the end of June. Segment 4B construction (daytime), from Watts Junction to the Chevron El Segundo Refinery, commenced on October 23, 1997. Primary activities during the month of July are presented in Table 7. Non-compliance events that occurred on Segment 4 during July are summarized in Table 8.

Segment 4A (nights) - During July, construction activities near Commercial Street (EMP 99.38) were completely halted because of the dense concentration of underground utilities until the southern end of the project is completed. Scattered historic artifacts continue to be uncovered, evaluated, and recorded by the project archaeologist and Native American monitor. During the second week of July, workers were evacuated from the area where removal of an abandoned 8-inch gas line was being conducted because of fumes existing the cut pipe. The deep trench at Randolph Street collapsed during the third week of July requiring emergency repairs for continued traffic flow. In the last week of July, contaminated soils were unearthed at Florence Avenue and hand-hewn granite blocks were discovered during asphalt cutting activities. A project memo was issued to remind PPSI that intact hand-hewn granite blocks have been determined to be historically significant and should not be impacted by the project.

Segment 4B (days) - During the first half of July, crews worked north towards Tweedy Boulevard (EMP 107.50). The later half of the month was spent working north up E. Alameda past Illinois Avenue (EMP 106.56) and completed the crossing at Tweedy Boulevard.

Segment 4B - During the first half of July, construction activities were concentrated at the Northrup facility. Crews continued to finish small skipped areas and bring sites up to grade in preparation of paving operations. During July, construction was also conducted east and west of Van Ness Avenue, at Wilkie Avenue, Western Avenue, Normandie Avenue, and at 108th Street

Compliance Documentation: PPSI’s general plans and reports have been submitted and approved by the CPUC and ANF. Outstanding plan issues relate only to proposed revisions to approved plans (submitted by PPSI as variance requests, documented above) or updated plans. The remaining compliance issues that must be documented prior to or during construction on each segment relate to: (1) obtaining permits or landowner agreements from local jurisdictions and landowners, (2) completion of Traffic Control Plans and their approval by local jurisdictions, and (3) completion of the landowner, resident, and business notification processes.

• Due to the lack of public interest in visiting the MMCRP Walk-In Sites (that was in operation from July 1997 through February 1998), our Student Interns no longer staff the Valley Family Center site in San Fernando, and the Parents of Watts site in Watts on a scheduled basis. However, project documents and PPSI computers remain at the sites for public use, and MMCRP Student Interns available on an as-needed basis (i.e., by appointment). The project information hotline and project newsletter, provide information on how to make an appointment for the Walk-In Sites

• During July, no members of the public made appointments to visit the MMCRP Walk-In sites in San Fernando and Watts.

• The hotline message and project web site continue to be updated as the project progresses. During July, no messages were left on the hotline, and the web site received 119 hits.

Environmental Justice: As of July, PPSI is in compliance with all construction-related aspects of the mitigation measures applicable to minority populations and low-income populations. These measures include: ML-1 (Community Outreach and Communications Program), ML-2 (Community Partnership Program), ML-3 (Local Community and MBE Hiring Program), and ML-6 (implementation of the BIMP)
