Dear Mr. Shauers:

We have reviewed your request that reclaimed water be used within 5 miles of each water plant, and our decision follows. In addition, we have been informed that the Angeles National Forest concurs with our decision.

Variance Regarding Use of Reclaimed Water

Reclaimed water requirements are included in several mitigation measures:

PPSI's memo of May 16, 1997 (Bill Decker to Aspen) suggests that reclaimed water be used only when construction is within a five mile radius of one of the stated water facilities. We recognize that the benefit of using reclaimed water can be offset by air emissions from the water trucks and the potential risk of accidents. Therefore, the requirement for use of reclaimed water is modified as follows. This requirement is still consistent with the requirements of P-2(a) and U-2; the variance only applies to A-8.2.

PPSI shall use reclaimed water as follows:

Valencia Plant (near EMP 63): reclaimed water from this facility is to be used between EMP 53 and EMP 73.

Glendale Plant (near EMP 91): reclaimed water from this facility must be used between EMP 81 and EMP 101.

El Segundo Plant (near ESMP 10): reclaimed water from this facility must be used for the entire El Segundo segment (ESMP 0-11).

Since this is the first response to PPSI=s May proposal, any actions prior to this date will not be considered to be in non-compliance with the stated measures. Please feel free to call if you have any questions.
