The California Public Utilities Commission (CPUC) has prepared a Draft Environmental Impact Report (DEIR) under the California Environmental Quality Act for consideration of Santa Fe Pacific Pipeline L.P.'s (SFPP) application for the Proposed Carson to Norwalk Pipeline Project. The proposed project consists of the construction and operation of a 13-mile petroleum products pipeline from SFPPs Watson Station in the City of Carson to the Norwalk Station in the City of Norwalk. The project also includes modifications to existing pump stations in Carson, Norwalk, Industry, and Rialto. The DEIR evaluates and describes the environmental impacts associated with the construction and operation of SFPPs proposed Carson to Norwalk Pipeline Project. It also presents mitigation measures which, if adopted by the CPUC or other responsible agencies, could avoid or minimize the impacts identified.
As an owner or resident of property adjacent to the proposed or alternative pipeline route, you are hereby notified that the DEIR will be released for public review on February 2, 1998. There will be a 50-day public review period. Written comments on the DEIR must be postmarked no later than March 25, 1998. Given the length of the DEIR (over 400 pages), an Executive Summary has been prepared which summarizes the issues and impacts of the proposed project and alternatives. In order to help affected communities understand the proposed project and the DEIR, and to explain how the public can participate in the CPUCs decision making processes, the CPUC will hold an informational workshop in March 1998. A Public Participation Hearing will also be held in March 1998 to receive oral and written comments from interested parties. The Public Participation Hearing on the DEIR will be given before the CPUC's Administrative Law Judge, and comments will be entered into the public record. Details of both meetings is as follows:
