The following constitutes the March 1999 Monthly Report for the SFPP Carson to Norwalk Pipeline Project Mitigation Monitoring, Compliance, and Reporting Program (MMCRP). It should be noted that daily and weekly reports have also been posted on the project web site.

PRE-CONSTRUCTION COMPLIANCE DOCUMENTATION

Construction of the 14-mile SFPP Carson to Norwalk Pipeline Project will traverse the following jurisdictions (from west to east): City of Carson, County of Los Angeles, City of Long Beach, City of Paramount, City of Bellflower, City of Cerritos, City of Artesia, and City of Norwalk. As required by the terms of the mitigation measure and the permitting requirements of various other regulating agencies, SFPP is required to prepare numerous plans and obtain approval of these documents prior to construction. During March 1999, SFPP completed this pre-construction compliance review for the City of Cerritos (Eastern Portion) and City of Artesia. Construction will not be allowed to commence in the remaining jurisdiction (City of Norwalk) until pre-construction compliance documentation is reviewed and approved by the applicable agencies.

CONSTRUCTION MONITORING

During March, construction of the SFPP Carson to Norwalk Pipeline was conducted by two separate construction spreads, totaling approximately 120 contractor employees. Primary activities during March 1999 are presented in Table 1. Table 2 presents the non-compliance events that occurred during this time period.

City of Carson. Construction within the City of Carson began on January 13. During March, work within the City of Carson was limited to the Watson Station. On March 9, all power was shutdown at the Watson Station for installation of temporary power and transformers, relocation of a meter run, and removal of pig launcher for future relocation. Watson Station was back on-line by 4:00 a.m. March 10. On March 18, one traffic lane on Wilmington Boulevard was closed for most of the day as a pre-fabricated electrical control building was lifted by crane from the transport truck onto pre-poured piers. During the last week of March, contaminated soils were encountered during excavation within Watson Station.

County of Los Angeles. Construction began in the County of Los Angeles on January 15. During March, the bore from Watson Station (City of Carson) to the north side of Del Amo Boulevard (County of Los Angeles) was completed, as was the bore under the drainage canal on Victoria Street (MP 2.56). On March 19, authorization was received from Union Pacific Railroad to open-cut the Compton Creek branch spur.

City of Long Beach. Construction within the City of Long Beach commenced on November 16, 1998. On March 5, a water line was broken in Gordon Street during trenching activities. The water company responded promptly and no complaints were received from residents. During March, the bore of the 710 Freeway was completed.

City of Paramount. Construction began in the City of Paramount on January 27. During March, a letter from the City of Paramount was provided that approved construction hours from 7:00 a.m. to 5:00 p.m. Monday through Friday. Traffic control between Minnesota and Madison Avenues was aided with the use of flaggers during March to avoid confusion. On March 24, with the approval of the City Inspector, the intersection of Vermont Avenue and Madison Street was barricaded overnight due to unstable trench walls and the potential for collapse. The trenching crew completed work through the unstable soils on March 26.

City of Bellflower. Construction began in the City of Bellflower on January 28. During March, trenching was completed on the Metropolitan Transportation Authority/Union Pacific Railroad right-of-way to Artesia Boulevard with backfill was almost completed to the San Gabriel River (MP 11.02). A shaker was utilized to screen fill material for the trench to ensure that debris is separated from the backfill.

City of Cerritos. Potholing within the City of Cerritos began on February 26. On March 17, 1999, SFPP provided a letter from the City of Cerritos dated June 19, 1998, approving construction hours of 7:00 a.m. until 3:30 p.m., except in front of Gahr High School, where construction hours will be limited to 8:30 a.m. until 2:30 p.m. The letter also stated that no equipment or materials shall be stored on City streets. Sound-dampening structures were prepared for work across from Gahr High School. During March, excavation of the 26-foot deep bore pit on the east side of the San Gabriel River was completed and approximately 150 feet of casing was installed.

City of Artesia. Potholing within the City of Artesia began on March 17. Also on March 17, the City of Artesia approved working hours of 7:00 a.m. until 9:00 p.m., if necessary, with a preference for construction to end by 7:00 p.m. The use of an asphalt grinder to grind the trench line started on March 19. An unmarked water line was severed during excavation on March 22. All necessary notifications were made and repairs completed by end of the shift. On March 26, the City of Artesia approved overnight and weekend parking of equipment within the delineated construction zone. The inspector for the City of Artesia helped alleviate traffic congestion by extending the time of a short-cycle traffic signal at Pioneer Boulevard.

During March 1999, the following requests for staging areas and overnight parking on street sites (OPSS) were approved/denied. No variance or temporary extra work spaces (TEWS) requests were considered.

PUBLIC ACCESS PROGRAM

During March, the web site for the project MMCRP received 30 hits. This web site provides updates on pipeline construction, daily/weekly/monthly reports, and variance approvals/denials. It also includes a brief description of the project, a project schedule, and links to the EIR web site where the Final EIR can be viewed or downloaded. The web site may be viewed at http://www.AspenEG.com/SFPP-MMCRP/.

CONSTRUCTION REPORTING STATUS

For March construction activities, Aspen received daily monitor field reports via modem from our Environmental Monitor(s). These daily reports are sent to the agencies via facsimile each day and posted on the MMCRP web site. In addition, weekly reports are being distributed to the CPUC and all interested permitting agencies.

PLANNED ACTIVITIES AND UPCOMING DELIVERABLES

During the month of April 1999, Spread 1 construction crews are expected to complete construction within the City of Bellflower, City of Cerritos, and City of Artesia, and begin work in the City of Norwalk. The Spread 2 construction crews are anticipated to complete construction within the City of Paramount, and continue work at bores within Los Angeles County and the City of Long Beach. Work at the Watson Station (City of Carson) will continue through April 1999.

Also in April, KMEP will begin submittal of pre-operation compliance documentation. A meeting is scheduled with KMEP to discuss pre-operation requirements (as documented in the Implementation Plan, Appendix A-3) on April 1, 1999.
