I. INTRODUCTION

A. CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) PROCESS

On August 25, 1997, the California Public Utilities Commission (CPUC) released a Mitigated Negative Declaration/Initial Study to Parties of Record in A.96-11-046, appropriate Councils of Government, including the San Bernardino County Association of Governments, the South Bay Association of Governments, and the Los Angeles Regional County Planning Department, other potentially affected agencies, and other interested members of the public on the proposed sale of twelve Southern California Edison fossil fuel power plants. Also, in addition to the parties listed on pages 6.4 through 6.13 of the Initial Study, every municipality within 10 miles of each power station was similarly notified, as were property owners and occupants of all structures within 300 feet of the each power station. The 30-day review and comment period on the Mitigated Negative Declaration/Initial Study closed on September 25, 1997.

This document responds to comments on the Initial Study and, along with the Mitigated Negative Declaration, will be considered for adoption by the CPUC. This document consists of:

B. METHOD OF ORGANIZATION

Section II of this document contains a list of all persons, organizations, and public agencies that submitted written comments on the Mitigated Negative Declaration/Initial Study during the public review and comment period.

Section III contains copies of all written comments received. Each comment has been labeled with an identification number for reference to its response. Immediately following each comment letter are the responses to the written comments.

Section IV contains all text changes and errata to the Mitigated Negative Declaration/Initial Study, reflecting necessary additions and corrections that address public comments and other independent staff-initiated minor corrections to the document.

Section V provides a cross-reference index of the comments by subject.
