6.2 PUBLIC OUTREACH PROGRAM / SCHEDULE OF MEETINGS
6.2.1 PUBLIC/AGENCY OUTREACH, PHASE I
EXECUTIVE SUMMARY
The California Public Utilities Commission (CPUC) initiated a concerted effort to invite early public agency participation in the environmental review process. The CPUCs Public Agency Outreach Program was developed by Public Affairs Management (PAM) in close cooperation with Environmental Science Associates (ESA) for the purpose of:
Through consultations conducted at central meeting locations, agency offices, and by telephone, ESA and PAM made connections with 45 agencies which will continue to play important roles as the environmental review of the divestiture plan progresses. ESA and PAM representatives traveled to the communities where the plants are located and obtained documents and plans that provided information regarding the potential environmental effects of divestiture to these communities. Local agency representatives provided historic background on plant operations, permitting requirements, land use information, community perceptions, and local environmental concerns. These early agency outreach activities resulted in valuable data.

6.2.3 PUBLIC/AGENCY OUTREACH, PHASE II
INTRODUCTION
The California Public Utilities Commission (CPUC) initiated a Public Agency Outreach Program (Phase II) in an effort to invite public comments and questions on the Draft Initial Studies (DIS) conducted on the potential environmental impacts related to the divestiture of 15 power plants in California. Southern California Edison Company (Edison) owns 12 of the plants targeted for divestiture; Pacific Gas & Electric (PG&E) owns three plants targeted for divestiture. The CPUCs Public Agency Outreach Program was developed by Public Affairs Management (PAM) in close cooperation with Environmental Science Associates (ESA) for the purpose of:
ESA and PAM scheduled four technical workshops to take comments on the DIS for the two utilities and sent notice of the workshops to the public agencies contacted during the Phase I Public Outreach Effort, which PAM conducted prior to the production the DIS for both utilities. PAM scheduled two meetings for the PG&E application, in Monterey on June 13 and in San Francisco on June 27, and two meetings for the Edison application, on June 12 and June 30 in Pasadena.
