I. INTRODUCTION

A. CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) PROCESS

On August 25, 1997, the California Public Utility Commission (CPUC) released a Mitigated Negative Declaration/Initial Study to Parties of Record in A.96-11-020, other potentially affected agencies, property owners and occupants within 300 feet, and other interested members of the public on the proposed sale of three PG&E fossil fuel power plants were similarly notified. The 30-day review and comment period on the Negative Declaration/Initial Study closed on September 25, 1997.

This document responds to comments on the Initial Study and, along with the Negative Declaration, will be considered for adoption by the CPUC. This document consists of:

B. METHOD OF ORGANIZATION

Section II of this document contains a list of all persons, organizations, and public agencies that submitted written comments on the Mitigated Negative Declaration/Initial Study during the public comment period.

Section III contains copies of all written comments received. Each comment has been labeled with an identification number for reference to its response. Immediately following each comment letter are the responses to the written comments.

Section IV contains all text changes and errata to the Mitigated Negative Declaration/Initial Study, reflecting necessary additions and corrections that address public comments and other independent staff-initiated minor corrections to the document.

Section V provides a cross-reference index of the comments by subject.
