Welcome to the California Public
Utilities Commission (CPUC) website for the environmental review of the
ExteNet Systems (California), LLC (ExteNet) proposed State Route 35 (SR
35) Distributed Antenna System (DAS) Project. This proposed Project
includes installation of fiber optic cable and related node facilities
(collectively known as a DAS) along a portion of SR 35.
The objectives of the proposed
Project are to provide improved telephone and internet services along
the SR 35 corridor in San Mateo County, California. The Project is also
designed to provide enhanced public safety by providing wireless
communication coverage for emergency services and 9-1-1 traffic.
The proposed Project is subject to
review under the California Environmental Quality Act (CEQA), and the
CPUC is the CEQA Lead Agency. A CEQA review will be performed to
evaluate the potential environmental impacts associated with this
Project. This website provides access to public documents and
information relevant to the CEQA environmental review process.
Project Description
The Project includes installation of fiber optic cable
and related node facilities along a portion of SR 35. Construction
would involve installing 17 new wooden utility poles, approximately
12.5 miles of overhead cable, approximately 1,100 feet of underground
cable, and related antenna and node facilities. The project would be
constructed in four phases over a period of approximately 11 weeks.
The telecommunications line and antennas would provide
telephone and internet services along the SR 35 corridor in San Mateo
County, California.
Environmental Review
PG&E’s Application and PEA were deemed complete
by the CPUC on September 3, 2010. The CPUC determined that an Initial
Study/Mitigated Negative Declaration (IS/MND) will be the appropriate
CEQA document to evaluate potential environmental issues associated
with this project.
On September 2, 2011, the CPUC released a Notice of Intent to Adopt a MND for
the State Route 35 Distributed Antenna System Project. The Draft IS/MND
demonstrates the proposed project, as mitigated, would not have any
significant effects on the environment.

The Draft IS/MND underwent a public review period
from September 2, 2011, through October 3, 2011.
Comments
on the Draft IS/MND were submitted to the CPUC during the public review
period
ending on October 3, 2011. The CPUC’s responses to the comments
received are
presented in a memorandum dated December 22, 2011. The conclusions of
the Draft
IS/MND remain unchanged in the response to comments memorandum; the
proposed project
would not have a significant effect on the environment.

The
CPUC evaluated and adopted the Final IS/MND on October 11,
2011 as being
compliant with CEQA. The CPUC issued a Proposed Decision on the
Application, and
a Notice of Determination was mailed to the State Clearinghouse on
March 7,
2012. The 30-day statute of limitations for court challenges begins
after the
Notice of Determination is filed.
There
is no comment period following issuance of the response to comments
memorandum.
Mitigation Monitoring
A Mitigation
Monitoring, Compliance, and Reporting Plan (MMCRP) was prepared to
ensure
compliance with applicant proposed measures (APMs) and mitigation
measures
approved in the Draft IS/MND. This MMCRP was developed to provide
guidelines
and standardize procedures for environmental compliance during project
implementation. The procedures were developed in coordination with
ExteNet and
CPUC and define the reporting relationships, the roles and
responsibilities of
the project’s environmental compliance team members, compliance
reporting
procedures, and the communication protocol.

The
CPUC issued an approval for ExteNet's Notice to Proceed (NTP) request
#1 on April 20, 2012. The approval letter for NTP #1 can be viewed here

NTP
#1 authorizes ExteNet to perform all construction activities related to
the approved project.
Project construction
and implementation of
post-construction mitigation measures was completed on October 30,
2012. A
Final Compliance Report was prepared describing the implementation of
the CEQA
mitigation and permit requirements for the project. A copy of the Final
