General Provisions

12.3    Lines Constructed Prior to this Order

The requirements of This Order, other than safety factors requirements specified in Rule 12.2, do not apply to lines or portions of lines constructed or reconstructed prior to the effective date of this Order.  In all other particulars, such lines or portions of lines shall conform to the requirements of the rules in effect at the time of their construction or reconstruction.
