21.4    Joint Use of Poles or Poles Jointly Used means occupancy of poles or structures by circuits of different ownership or by two or more of the following classes of circuits of the same ownership:

 

Communication circuits for public use

 

Railway or Trolley circuits

Insulated means separated from other conducting surfaces by a dielectric substance (including air-space) offering a high resistance to the passage of current. When an object is said to be insulated, it is understood to be insulated in a suitable manner for the condition to which it is normally subjected.
