       Active construction of the Tri-Valley Project has not occurred since 
        December 2003. The first two major project phases are now complete, and 
        one phase remains to be built. The status of each phase is as follows: 
      
        - Phase One: Within the Cities of Pleasanton and Livermore and 
          in unincorporated Alameda County, the major activities of Phase One 
          included an underground 230 kV transmission line from the Vineyard Substation 
          (on Stanley Boulevard) to a newly constructed Transition Station connecting 
          to the Tesla-Newark Transmission Line (near the Zone 7 Water Agency 
          facility). Construction of this phase is complete and the line was officially 
          released to operations in July 2003. However, On January 1, 2004, sinkholes, 
          slumping, and compaction was identified along the Phase One alignment. 
          Extensive repair and restoration work occurred and was completed April 8, 2004.
 
           
         
        - Phase Two: In North Livermore, Phase Two activities included 
          construction of an underground 230 kV transmission line from the newly 
          constructed Cayetano Substation (on North Livermore Road) to a newly 
          constructed Transition Station connecting to the Contra Costa-Newark 
          Transmission Line. Construction is complete and the line was officially 
          released to operations in December 2003.
 
           
         
        - Phase Three: According to PG&E, Phase Three construction 
          will begin in April 2005. Located in North Livermore and extending west 
          to an area north of Dublin, this phase includes construction of a new 
          transmission line with overhead and underground segments. The line will 
          be constructed underground from the Cayetano Substation to the north, 
          then trend west and transition above ground across unincorporated Alameda 
          and Contra Costa Counties terminating at a new substation. Pre-construction 
          consultation for this segment is underway.
