4. PRECONSTRUCTION PLANS
REQUIRED BY MITIGATION MEASURES
4.1 List of Plans Required and
Submission/Review Schedule
PPSI is required by the terms of the mitigation
measures and the permitting requirements of various other
regulating agencies to prepare numerous plans and permits for
approval prior to construction. Copies of these plans are
retained in Aspen's office, and additional copies of the plans
most relevant to field monitoring responsibilities will be kept
at Aspen's field office. All plans are listed in Exhibit 2.

Many of the plans listed in Exhibit 2 have been
submitted and approved as of April 1997. It should be noted that
several permit documents have also been submitted to Aspen by
PPSI (as also listed in the exhibit). While these documents are
being reviewed by the approving agencies, these plans are also
being reviewed for compliance with mitigation measures where such
measures recommended that specific information be included in
submittals to responsible agencies.
As also shown in the Exhibit 2, some plans are
not required to be approved prior to construction, but will
likely be submitted during the construction phase. They will be
reviewed within 60 days of Aspen's receipt of the completed
submittal.
4.2 Required Reviews; Review Guidelines;
Deliverables
The Aspen team, including Program Management
staff and the Expert Technical Reviewers, will review and provide
comments on mitigation plans submitted as required by permit
conditions. Comments will be provided to PPSI on the mitigation
plans in order that they are both effective and accomplish the
intended reduction in impacts, including assurance that objective
performance (success) criteria are in place before monitoring
begins.
The management and technical review team will
review each plan prior to the start of construction, providing
comments to PPSI regarding the adequacy of each plan with respect
to the following:
- * Compliance with all provisions of the
mitigation measures and Applicant proposed measures
- * Consistency with the FEIR and EIS/SEIR
mitigation requirements
- * Adequacy of mitigation and recommended
modifications
- * Adequacy of performance standards and
recommended modifications
- * Adequacy of field verification methods
and recommended modifications
- * Review of any hierarchical
relationships/work charts presented by PPSI.
Deliverables will include a report on each plan
or permit reviewed, in addition to a copy of the plan itself with
marginal notes or comments, if appropriate.
