RE: Recommendations for PPSI Variance Request #118

Dear Mr. Shauers:

On September 23, 1998, PPSI submitted a variance request (Variance Request #118) to allow for 24-hour hydrotesting activities on Sundays at the hydrotest locations identified in approved Variance Request #86. In accordance with Mitigation Measure N-1, pipeline construction activities shall occur between 7:00 a.m. and 7:00 p.m., Monday through Saturday (or for a shorter period if stipulated by applicable noise ordinance). Variance Request #86 (approved on June 8, 1998) allows for 24-hour hydrotesting activities Monday through Saturday at the identified test locations (test locations subject to the review and approval of the California Regional Water Quality Control Board [CRWQCB] and U.S. Forest Service, Angeles National Forest [ANF]).

The subject test locations do not lie within a radius of 300 feet of any residential properties. Nor would the test locations interfere with recreational activities on the ANF. No additional impact would result from conducting 24-hour, Sunday hydrotesting activities.

Aspen recommends approval of Variance Request #118, if the following measures are implemented.

This memo summarizes our determination. We have consulted with the ANF and they concur with our recommendation. If you agree, the attached letter, with your signature, will convey the CPUC’s and ANF’s decision to PPSI. If you have any questions, please call.
