RE: Variance Request Number 21 - Open Cut Trenching of Templin Highway

Dear Mr. Shauers:

We have reviewed the above-referenced variance request, and our decision of approval is based on the following factors:

•Open cut trenching of Templin Highway, versus boring, would pose fewer potentially significant biological, cultural, air quality, and geologic/soil impacts, given the earth movement required to excavate two boring pits.

•As proposed, bi-directional traffic would continue to pass with the aid of a flagperson. Therefore, no potentially significant traffic impacts are anticipated for this lightly traveled road.

•The following measures shall be implemented:

- All applicable mitigation measures for the project shall be implemented at the subject location.

- Signs to notify the public of construction activities shall be posted on Templin Highway at least two weeks prior to construction in the area. Signs shall have a contact phone number for PPSI.

- Open cut trenching within Templin Highway shall be limited to Monday through Friday.

- A CPUC/ANF Environmental Monitor shall be present during construction activities to ensure the implementation of this variance in accordance with the provisions noted above.

Sincerely,

Martha J. Sullivan
Project Manager
