RE: Variance Request Number 23 - Open Cut Trenching of the California Aqueduct Access Road at the Gorman Creek Crossing
Dear Mr. Shauers:
We have reviewed the above-referenced variance request, and our decision of approval is based on the following factors:
Open cut trenching of the California Aqueduct Access Road at the Gorman Creek crossing, versus boring, would pose fewer potentially significant biological, cultural, air quality, and geologic/soil impacts, given the earth movement required to excavate two boring pits.
As proposed, bi-directional traffic would continue to pass with the aid of a flagperson. Therefore, no potentially significant traffic impacts are anticipated for this lightly traveled road.
The following measures shall be implemented:
- All applicable mitigation measures for the project shall be implemented at the subject location.
- Signs to notify the public of construction activities shall be posted on the California Aqueduct Access Road at the Gorman Creek crossing at least two weeks prior to construction in the area. Signs shall have a contact phone number for PPSI.
- Open cut trenching within the California Aqueduct Access Road at the Gorman Creek crossing shall be limited to Monday through Friday.
- A CPUC/ANF Environmental Monitor shall be present during construction activities to ensure the implementation of this variance in accordance with the provisions noted above.
