7.3 PUBLIC INFORMATION PROGRAM

7.3.1 Noticing

In compliance with CEQA guidelines, the CPUC, as the lead agency, prepared a Notice of Preparation (NOP), which was mailed on February 27, 1998, to state, local, federal, trustee and responsible agencies affected by the project. A copy of the NOP was posted for public review in the Contra Costa County Library, Lake County Library, Mendocino County Library, Napa City-County Library, San Francisco Public Library, Solano County Library and the Sonoma County Library.

In preparation for the Draft EIR, the CPUC sent a notice of public scoping meetings to more than 700 stakeholders, including residents and homeowners within one-quarter mile radius of the project areas, special interest groups, and local, regional and state governmental office holders and agencies.

Advertisements announcing the public meetings were placed in multiple papers throughout the geographic area of the project. The display advertisements were translated and placed in English, Spanish and Chinese language newspapers. The display advertisements were posted between the dates of February 27, 1998, and March 12, 1998, and between March 23, 1998, and March 26, 1998.

7.3.2 Public Meetings

The CPUC conducted four public scoping meetings to explain the environmental review process and to receive public comment on the scope of the Environmental Impact Report (EIR). These were conducted in multiple locations convenient to residents that live near the power plants proposed for divestiture. On March 10, 1998, more than 50 individuals attended a public meeting at the Earl P. Mills Community Center in San Francisco. On March 12, 1998, more than 30 individuals attended a public meeting at Buchanan Park Community Center in Pittsburg. Two meetings were held in locations near the Geysers Geothermal Power Plant. One meeting was held in Calistoga on March 11, 1998, at the Napa County Fairgrounds, and more than 30 individuals attended. More than 35 people attended a second meeting in the area of the Geysers, which took place in the community of Cobb at the Cobb Community Center, Old Red Schoolhouse, on March 26, 1998.
