  Welcome to the California Public Utilities Commission (CPUC) website for environmental review of Southern California Edison's (SCE's) Transmission Line Rating Remediation (TLRR) Eldorado-Pisgah-Lugo 220 kilowolt (kV) Project (Project). The EPL TLRR Project would be located in unincorporated San Bernardino County and the City of Hesperia within the State of California. SCE submitted a Certificate of Public Convenience and Necessity (CPCN) application for the project to the CPUC on April 21, 2023 (A.23-04-009). The CPCN application can be viewed by following the links below under Environmental Review..

The CPUC will be the lead agency for review of the project in compliance with the California Environmental Quality Act (CEQA).

This website provides access to public documents and information relevant to the CEQA environmental review process. An overview of the project is provided below. For additional information on the CPUC proceeding, contact the Public Advisor's Office.


DESCRIPTION OF THE PROPOSED PROJECT

SCE is proposing to construct and operate the EPL TLRR Project. The Project would be located in unincorporated San Bernardino County and the City of Hesperia within the State of California. SCE is required to file an application for a CPCN with an accompanying Proponent's Environmental Assessment (PEA) with the CPUC for the Project. To remediate identified clearance discrepancies, SCE proposes to (1) reconductor portions of the transmission lines, (2) install inter-set structures and replace the hardware on adjacent structures, and (3) replace the existing insulator assemblies with shorter assemblies on some other structures.
