16    Saving Clause.

The Commission reserves the right to modify any of the provisions of these rules in specific cases, when in he Commission’s opinion, public interest would be served by doing so.

The rules herein established shall take precedence over all orders or rules heretofore made by the Commission in other proceedings in so far as said orders or rules may be inconsistent or in conflict with the rules herein prescribed.

Compliance with these rules shall not relieve a utility from any statutory requirements.
