111    General

The following rules cover certain special details for the construction of supply lines crossing over or in conflict with signal lines.  These rules are supplemental to the rules given for supply lines in general and to the construction details for supply lines when alone; such rules shall be followed in all respects except as modified herein, or when clearly inapplicable.
