12    Applicability of Rules

These rules apply to all overhead electrical supply and communication facilities which come within the jurisdiction of this Commission, located outside of buildings, including facilities that belong to non-electric utilities, as follows:

12.1    Construction and Reconstruction of Lines
12.2    Maintenance of Lines
12.3    Lines Constructed Prior to This Order
12.4    Reconstruction or Alteration
12.5    Emergency Installation
12.6    Third Party Nonconformance
