Welcome to the California Public Utilities Commission (CPUC) Mitigation Monitoring, Compliance and Reporting Program website for the Ten West Link Project, located near the Interstate 10 corridor in Western Riverside County, California.
Pursuant to the CPUC approval of the Project, SDG&E is required to implement the Applicant Proposed Measures (APMs), Best Management Practices (BMPs), and mitigation measures identified in the Final Environmental Impact Statement (FEIS) (adopted pursuant to CEQA Guidelines, Section 15221) and the Mitigation Monitoring, Reporting, and Compliance Program (MMRCP). The CPUC, as a lead agency under CEQA, is responsible for ensuring that the APMs, BMPs, and mitigation measures, as well as plans reviewed and approved by other agencies, are implemented throughout the construction phase of the Project. The program's goal is to ensure compliance with CPUC's adopted mitigation. The CPUC, in conjunction with DCRT, drafted a Mitigation Monitoring Compliance and Reporting Program (MMCRP) to ensure compliance with mitigation measures approved in the Final EIS. A NTP is issued contingent upon DCRT's compliance with pre-construction requirements as specified by the approved mitigation measures and responsible agency permitting requirements.

The Commission decision approving the permit to construct authorizes Energy Division staff to approve requests by DCRT for minor project refinements. The decision states that the Energy Division may approve requests by DCRT for minor project refinements that may be necessary due to final engineering of the environmentally superior project, so long as such minor project refinements are located within the geographic boundary of the study area of the FEIS and do not, without mitigation, result in a new significant impact or a substantial increase in the severity of a previously identified significant impact based on the criteria used in the FEIS; conflict with any mitigation measure or applicable law or policy; or trigger an additional permit requirement. DCRT shall seek any other project refinements by a petition to modify the decision.
