The Final EIR/EIS is now available (March 30, 2018). In accordance with provisions of the National Environmental Policy Act (NEPA) and the California Environmental Quality Act (CEQA), the National Oceanic and Atmospheric Administration (NOAA) and the California Public Utilities Commission (CPUC), as co-Lead Agencies, have prepared the joint Final Environmental Impact Report/Environmental Impact Statement (EIR/EIS) for the Proposed Monterey Peninsula Water Supply Project. All comment letters received on the Draft EIR/EIS are posted at www.regulations.gov. Type in NOAA-NOS-2016-0156 and there is a link to view all documents.
The CPUC and MBNMS extend the Comment Period for the Draft EIR/EIS by 30-days.Comments are now due by 5pm on March 29, 2017. Read the notice here.
January 2017 Draft EIR/EIS is available for public review. The California Public Utilities Commission (CPUC) and the National Oceanic and Atmospheric Administration (NOAA) have prepared a joint Draft EIR/EIS consistent with the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA) for consideration of the California American Water Company (CalAm) application to develop a replacement water supply for CalAm’s Monterey District service area. CalAm has filed an application with the CPUC (A.12-04-019) for a Certificate of Public Convenience and Necessity (CPCN) and with NOAA for an authorization of activities that are otherwise prohibited within Monterey Bay National Marine Sanctuary (MBNMS). The release of the Draft EIR/EIS on January 13, 2017 starts the 45-day review and comment period. Written comments are due by February 27, 2017.
September 1, 2016 Workshop. On September 1, 2016, the Commission will hold a workshop (9am to 1pm) and a public participation hearing (3pm to 5pm) at the Sunset Center (Carpenter Hall), San Carlos Street at Ninth Avenue, Carmel-by-the-Sea, California. Portions of the August 19, 2016 Draft North Marina Groundwater Model Technical Memo (TM) will be presented at the workshop. The same portions of the draft TM have been made available to members of the Hydrogeologists’ Working Group.
CPUC Information Alert: CPUC Welcomes Lawrence Berkeley National Laboratory To Peer Review Group for Monterey Peninsula Ground Water Modeling environmental Impact Report.
The California Public Utilities Commission (CPUC) today announced that Lawrence Berkeley National Laboratory (LBNL) will provide a neutral, third-party review of the Groundwater Model prepared by Geosciences, the CPUC's previous hydrogeology consultant. LBNL's review will assist in the CPUC's preparation of the revised draft joint California Environmental Quality Act (CEQA) Environmental Impact Report/NEPA Environmental Impact Statement.
LBNL's review will include:
- Assessing whether the use of the North Marina Ground Water Model input parameters was scientifically reasonable.
- Developing a simulation pathway schedmatic of the Ground Water Model.
- Assessing whether the input parameters to the Ground Water Model were appropriate for the Monterey Peninsula and met Monterey Peninsula Water Supply Project objectives.
- Assessing whether the modeling was performed in an unbiased manner and the model input files were consistent with the description provided by the CPUC CEQA team.
- Performing computer studies using the model to ensure results were consistent with that reported in the Draft Environmental Impact Report and that the results presented were technically adequate.
- Preparing a peer review report for the CPUC CEQA team that will be available on the CPUc's website.
The CPUC will revise and recirculate the DEIR as a joint DEIR/DEIS in cooperation with the Monterey Bay National Marine Sanctuary. The CPUC Energy Division announced on September 8, 2015, that the MPWSP Draft Environmental Impact Report (DEIR) will be revised and recirculated as a joint DEIR/Draft Environmental Impact Statement (DEIS), in coordination with the Monterey Bay National Marine Sanctuary (MBNMS). Availability of April 2015 Draft Environmental Impact Report for the Monterey Peninsula Water Supply Project. The CPUC has prepared a Draft Environmental Impact Report (Draft EIR) consistent with the California Environmental Quality Act (CEQA) for consideration of the California American Water Company (CalAm) application (A.12-04-019) for a Certificate of Public Convenience and Necessity (CPCN) to develop a replacement water supply for CalAm's Monterey District service area. The April 2015 release of the Draft EIR started a review and comment period. To view the Notice of Availability, click here. The MPWSP Draft EIR is available here, and in public libraries. CDs are available upon request and were available at the public meetings.
Coastal Erosion Technical Memo is available as an appendix to the Draft EIR. CalAm proposes infrastructure associated with the Monterey Peninsula Water Supply Project that is located near or along the Monterey Bay coastline. The primary focus of this memo is to describe coastal processes that could be relevant to assessing the environmental effects of the Project and the viability of Project alternatives, and to identify potential damages to Project infrastructure from coastal erosion.
Notice of Preparation of EIR and Public Scoping Period. On October 10, 2012 the CPUC published a Notice of Preparation (NOP) of an EIR. Click here to view the NOP. Hardcopies of the NOP were available by request. Reference copies of the NOP were available for public review at several Monterey County Library branches. |
