CEQA Compliance

On October 21, 1999, the CPUC approved the Williams original application for ten routes and issued a Certificate of Public Convenience and Necessity. In December 1999, Williams filed a Petition to Modify their application. This petition requested a major route change for the approved Point Arena to Robbins route and added a new route from Point Arena to Sacramento.

Pursuant to CEQA where subsequent changes are proposed in a project which will require important revisions of a previous Negative Declaration, the CPUC has prepared a Subsequent Initial Study/Draft Mitigated Negative Declaration (IS/DMND) on the two route changes. An IS/DMND describes a project and its potential impacts on the environment, and preliminarily concludes that any significant impacts that may result from the project can be either eliminated, or reduced to a level that is not significant, by the adoption and implementation of specified mitigation measures.
